The theory of actor networks provides a new perspective for understanding the exchange and mutual learning of civilizations

In the context of global civilization exchange and mutual learning, the Actor Network Theory (ANT) framework provides a new perspective to understand and promote communication and mutual learning among different civilizations. This not only helps to enhance the practical effectiveness of international cultural exchanges and cooperation, but also provides a solid theoretical foundation and practical guidance for global civilization initiatives and the construction of a community with a shared future. Problem solving: Identifying and defining common challenges. In the framework of Actor Network Theory (ANT), problem solving refers to identifying and defining one or more problems that need to be solved. This process involves not only identifying existing challenges, but also ensuring that these issues resonate with all stakeholders and encourage their willingness to participate in the problem-solving process. The key to problematization lies in accurately identifying the barriers, misunderstandings, and conflicts between different civilizations, and transforming these challenges into issues of common concern. For example, in terms of cultural heritage protection, many countries face similar challenges such as natural erosion, human destruction, and funding shortages. By concretizing these issues and emphasizing their importance for cultural heritage and international understanding, it can stimulate the attention and participation of governments, non-governmental organizations, academic institutions, and ordinary people in various countries. The conference of the Asian Cultural Heritage Conservation Alliance focused on the threats faced by cultural heritage in the Asian region and their protection measures, successfully attracting extensive participation from cultural heritage conservation experts, policy makers, and representatives from various sectors of society from multiple countries. This interdisciplinary and cross-border communication platform provides opportunities for all parties to share experiences and find solutions, while also promoting mutual understanding and respect among civilizations. Stakeholders: Establishing a common vision for global civilization exchange and mutual learning, a common vision is to build a more harmonious and symbiotic world civilization pattern. Whether in developed or developing countries, regardless of the cultural differences between the East and the West, everyone has the desire to pursue peace, development, fairness, justice, democracy, and freedom. By emphasizing these universal values through stakeholder engagement and demonstrating their positive role in promoting social stability and development, it can enhance the sense of identity and belonging of all stakeholders. In terms of specific strategies, organize special seminars or forums and invite experts from different fields to share their successful experiences in promoting cultural exchange and mutual learning in their respective fields. Publish research reports or white papers, systematically sort out the current barriers between civilizations facing the world and their solutions, and call on all sectors of society to pay attention to and support global civilization exchange and mutual learning. Mobilization and Coordination: Building a multi-level and multi domain pattern of mutual learning among civilizations. Mobilizing and coordinating various forces to support the goal of global civilization exchange and mutual learning through practical actions, emphasizing how to stimulate the potential of various subjects through multi-level and multi domain cooperation, form a joint force, and promote dialogue and exchange among civilizations. In order to achieve extensive cultural exchange and mutual learning, it is necessary to mobilize the enthusiasm of the public sector, private institutions, civil society organizations, and individuals, especially to enhance the participation of groups such as youth and women in the dialogue of civilizations. Different entities play an indispensable role in promoting cultural exchange due to their unique resources and advantages. The "Silk Road" project jointly organized by China and UNESCO has not only received support from government departments, but also attracted active participation from numerous enterprises and non-governmental organizations. At the same time, by establishing scholarship programs and international volunteer projects, a large number of young people have been encouraged to participate in cultural heritage protection and promotion activities, greatly promoting cultural exchange and understanding among countries along the route. With the development of information technology, digital media and intelligent technology have provided new possibilities for cultural exchange. By utilizing new media tools to innovate communication methods, more people can conveniently access different cultures and ideas, thereby deepening their understanding and respect for other civilizations. Virtual reality (VR) and augmented reality (AR) technologies can be used to create immersive experiences, allowing people to feel as if they are in the historical scene of another civilization, experiencing the charm of foreign cultures firsthand. Social media platforms utilize social networks such as Weibo, WeChat, Instagram, etc., allowing users to share their stories and insights, promoting cross-cultural dialogue and interaction. At the same time, open classes or specialized lectures on world civilization should be held to provide people with the opportunity to learn about different civilizations and engage in discussions with other learners. Constructing a scientific and reasonable evaluation and optimization mechanism for qualitative assessment and optimization can help measure the effectiveness of current strategies and provide a basis for future improvements. Qualitative assessment primarily focuses on the process rather than the outcome, emphasizing an understanding of participant experience, interaction quality, and depth of impact. For the practice of global civilization exchange and mutual learning, a qualitative evaluation framework can be designed from multiple dimensions, such as the dialogue quality dimension, to assess whether the dialogue between different civilizations truly achieves equality, mutual learning, and inclusiveness. Information can be obtained by analyzing the conversation content, feedback from participants, and observer reports. Cultural understanding examines participants' cognitive changes towards other civilizations. For example, conducting surveys or interviews to understand whether their understanding of different cultures has improved and whether they have formed a more open attitude. In terms of cooperation effectiveness, evaluate the actual effectiveness of various cooperation projects, such as cultural exchange activities, educational cooperation projects, etc. The focus is on analyzing whether it promotes substantive connections and trust building between different civilizations and cultures. We should also pay attention to the innovative development of excellent traditional cultures in various countries in the process of modernization. For example, through case studies, explore how certain traditional art forms are endowed with modern meanings and successfully integrated into contemporary social life. At the operational level, one-on-one in-depth conversations with key stakeholders such as project organizers, participants, beneficiaries, etc. can be used to obtain first-hand information. Convene representative individuals to discuss specific topics, share their viewpoints and experiences, and extract valuable information from them. By observing a specific group or community for a long time and recording their practical activities related to cross-cultural communication in their daily lives, a more comprehensive and detailed understanding can be obtained. Select several typical cases for detailed analysis, showcase successful practical experiences and their driving factors, while also pointing out existing problems and improvement suggestions. Based on the evaluation results, formulate corresponding optimization measures to ensure that global civilization exchange and mutual learning can continuously adapt to the changing needs of the new situation. Compile successful experiences and models into documentation and promote them to more countries and regions, inspiring all sectors of society to participate in global cultural exchange and mutual learning. The practice of global civilization exchange and mutual learning has witnessed the deepening understanding and cooperation between different civilizations. Both the deep integration of culture and economy in the "Silk Road" project and the in-depth discussion on peaceful development issues in various international seminars and forums have demonstrated the strong desire of people of all countries to enhance mutual understanding and promote common prosperity. These efforts not only promote cross-cultural communication, but also provide valuable wisdom and experience for addressing the complex issues brought about by globalization. However, establishing a practical mechanism for global civilization exchange and mutual learning is not achieved overnight. It requires the joint efforts of multiple parties such as the government, social organizations, enterprises, and individuals. By establishing a scientifically sound evaluation system, we can continuously optimize our strategies to ensure that every step is moving in the right direction; By continuously promoting educational exchanges and technological cooperation, language barriers and cultural misunderstandings can be broken down, further bringing people closer together; More importantly, we need to cultivate an open and inclusive mindset, willing to listen to different voices, learn from others' strengths, and achieve true mutual learning, coexistence, and prosperity.
