This is the first regulation in Guangdong Province specifically regulating the safety of sea fishing activities. Zhuhai has for the first time used its special zone legislative power to regulate and manage sea fishing activities through "small incision" legislation, further strengthening the safety bottom line. It is reported that the "Regulations" have set up four types of prohibited fishing areas, mainly based on scientific management and legal basis, taking into account various aspects such as safety, ecological protection, and sustainable development. According to the regulations, the first of the four prohibited fishing areas is the water area in the bridge zone. It specifies the water areas within 5000 meters on both sides of the bridge axis of the Hong Kong Zhuhai Macao Bridge in Guangdong waters, as well as other water areas in the bridge area determined and announced by relevant units in accordance with the law. The main basis is Article 10 of the "Management Measures for Navigation Safety in Guangdong Waters of the Hong Kong Zhuhai Macao Bridge" and Article 9 of the "Management Regulations for Navigation Safety in Bridge Waters of Guangdong Province". The Hong Kong Zhuhai Macao Bridge is a national level major transportation infrastructure, and the safety of navigation and bridge structure in its surrounding waters is crucial. Sea fishing activities may interfere with the navigation safety of ships in the bridge waters, leading to safety accidents. At the same time, relevant regulations also apply to bridge areas in other sea areas under the jurisdiction of Zhuhai. The second type is specific traffic water areas. Waters such as waterways, anchorages, and areas with high water traffic density that may affect maritime traffic safety. Mainly based on Articles 43 and 44 of the Maritime Traffic Safety Law. Sea fishing boats operating in these areas can interfere with the normal operation of the vessels, leading to collisions or entanglement with fishing equipment, and causing safety accidents. At the same time, sea fishing personnel operating in this area are easily affected by waves, currents, and other factors generated by ship navigation, increasing the risk of falling into water, capsizing, and collisions. The third category is the water bodies of nature reserves established in accordance with the law. Including the Pearl River Estuary Chinese White Dolphin National Nature Reserve, Guangdong Qi'ao Mangrove Nature Reserve, etc. Mainly based on Articles 26 and 27 of the Regulations of the People's Republic of China on Nature Reserves. The main purpose is to protect the ecological environment and fishery resources, maintain biodiversity, and prevent human activities from damaging natural resources. The fourth category refers to other prohibited navigation and fishing areas stipulated by laws, administrative regulations, rules, and the Municipal People's Government.
