On January 19th, the Central Committee of the Communist Party of China and the State Council issued the "Outline of the Plan for Building an Education Strong Country (2024-2035)", which formulated a two-step timetable and roadmap. By 2027, significant phased results will be achieved in the construction of a strong education country. By 2035, build an education powerhouse. The Outline proposes to promote the high-quality and balanced development of compulsory education and urban-rural integration, promote the popularization and inclusiveness of preschool education, and diversify the development of high school schools. Support kindergartens with conditions to enroll children aged 2 to 3. Primary and secondary school students should engage in comprehensive physical activities for no less than 2 hours per day. In the spring semester of 2025, Tianjin, Hunan, Hebei and other places will introduce new measures requiring students to ensure that their daily comprehensive physical activity time is not less than 2 hours. Starting from the spring semester of 2025, all public and private primary and secondary schools in Tianjin will further optimize the schedule of physical education classes, breaks, and other activities to ensure that primary and secondary school students have no less than 2 hours of comprehensive physical activity time per day. During the compulsory education stage, schools offer one physical education class per day, while during the high school stage, schools offer 3-5 physical education classes per week. The Education Department of Hunan Province has issued a notice that starting from the spring semester of 2025, all classes in public and private schools in compulsory education will have one physical education class per day, ensuring that students have no less than 2 hours of comprehensive physical activity time per day. The Education Department of Hebei Province has introduced new measures, deciding to implement 11 measures including optimizing curriculum arrangements in primary and secondary schools throughout the province starting from the spring semester of 2025, to ensure that students have no less than 2 hours of comprehensive physical activity time per day. In recent years, the disappearance of the "ten minute break" in primary and secondary schools has attracted social attention as the break time has been extended to 15 minutes. In order to return time and space to students, Beijing, Fujian and other places extended the break time from 10 minutes to 15 minutes in the autumn semester last year. This spring semester, many places announced the extension of break time. The Education Department of Jiangsu Province has issued a notice clarifying that starting from the spring semester of 2025, compulsory education schools in the province will implement a 15 minute break time. Starting from the spring semester of 2025, compulsory education schools in Hunan Province will implement the principle of changing the break time from 10 minutes to 15 minutes, ensuring a 30 minute break time and two eye exercises (included in the break time) every day. Starting from the spring semester of 2025, the break time for compulsory education schools in Hainan Province will be adjusted to no less than 15 minutes, and at least one 30 minute break will be arranged every day. In the spring semester of 2025, the 10 minute break between classes in primary schools in Guangzhou will be adjusted to 15 minutes, and the 10 minute break between classes in the afternoon of junior high schools will be adjusted to 15 minutes. Schools should approve student enrollment once a semester. Before the enrollment date, the Ministry of Education shall issue a revised version of the "Management Measures for Primary and Secondary School Student Enrollment", which clearly stipulates that all students studying in schools established in accordance with laws and regulations must establish student enrollment; Schools should approve student enrollment at least once a semester to ensure consistency in personal registration, complete procedures for student enrollment changes, and accurate information on student basic enrollment and enrollment changes; Serious and timely handling of issues such as separation of nationality and suspension of student status discovered during inspections. The Measures include five chapters: establishment and update of student status, management of student status changes, and safeguard measures. The Measures highlight educational equity and further refine and standardize the conditions for changes in student status such as inter provincial transfer and intra provincial transfer. The transfer in and transfer out schools, as well as the student registration departments of both schools, shall complete the verification of student registration transfer within 10 working days. At the same time, it is required to further simplify the materials for cross provincial transfer and achieve a "one-stop service" for cross provincial transfer. Ensure that each school has at least one vice principal in charge of science. In order to promote science education in primary and secondary schools and place greater emphasis on stimulating students' curiosity, imagination, and curiosity, the General Office of the Ministry of Education has issued the "Guidelines for Science Education in Primary and Secondary Schools". The "Guidelines" propose to provide sufficient primary school science teachers according to teaching needs, ensure that science teachers have qualifications for science related subject teachers, and promote the realization of at least one master's degree science teacher with a background in science and engineering in each primary school. Ensure that each school has at least one Vice President for Science, and encourage and support scientists and engineering experts from high-level comprehensive universities, research institutes, and other institutions to serve as Vice Presidents for Science. The Ministry of Education recently issued a notice on strengthening the construction of the physical education teacher team in primary and secondary schools in the new era, which is the first document specifically targeting the construction of the physical education teacher team. The Notice proposes a series of policy measures, including: schools should be equipped with full-time physical education teachers according to the standard of no more than 5:1 class to teacher ratio in primary schools, 6:1 in junior high schools, and 8:1 in high schools, and clear requirements have been made for the recruitment conditions of physical education teachers. Improve the assessment and evaluation mechanism for physical education teachers, and ensure that they receive the same treatment as teachers in other subjects. Emphasize the importance placed on the teaching staff of the 'Three Major Balls'. Clearly state the equipment requirements and emphasize the use of various methods to fully equip and supplement the campus football, basketball, and volleyball full-time (part-time) teachers. Strengthening school food safety management to ensure the food safety of teachers and students. In order to effectively ensure the food safety of teachers and students, timely detect and eliminate food safety risks and hidden dangers, and prevent food safety incidents, many places have deployed and strengthened campus food safety work. Shanghai has issued a notice on campus food safety, requiring comprehensive cleaning and disinfection of operating areas, dining venues, facilities, equipment, and tableware. Thoroughly clean up the food ingredients retained in the previous semester, promptly remove and destroy food ingredients that have exceeded their shelf life or have sensory abnormalities (such as spoilage). Seven departments in Chongqing jointly issued the "Supervision Measures for Food Safety and Dietary Funds Management in Primary and Secondary Schools in Chongqing", requiring schools (parks) to study and deploy school food safety work once a month, conduct at least one institutional self-examination per year, and implement a parent meal system for schools with conditions. Non boarding schools are not allowed to set up food stalls (supermarkets) or vending machines on campus, and those that have already been set up should be gradually phased out. Nine departments in Liaoning Province have issued the "Guiding Opinions on Strengthening School Food Safety and Dietary Fund Management in Liaoning Province", which outlines and invents the key content and key links of food safety and dietary fund management in primary and secondary schools, strengthens policy interpretation and practical guidance, and ensures standardized management of school food safety and dietary funds. This is the first comprehensive revision of China's degree legal system since the implementation of the Degree Regulations of the People's Republic of China on January 1, 1981. The newly promulgated Degree Law responds to social concerns and the concerns of teachers and students from multiple aspects, clarifying the specific circumstances in which degree granting units do not grant degrees or revoke degrees. Article 37 of the Degree Law stipulates that if the degree applicant or degree recipient has any of the following circumstances during the process of pursuing the degree, the degree granting unit shall not grant the degree or revoke the degree upon the resolution of the degree evaluation committee: (1) The degree thesis or practical achievements are identified as academic misconduct such as ghostwriting, plagiarism, forgery, etc; (2) Stealing or impersonating someone else's identity, replacing someone else's obtained admission qualifications, or obtaining admission qualifications or graduation certificates through other illegal means; (3) During the period of study, there were other serious illegal acts that should not have been awarded a degree according to law.
