Recently, the Ministry of Education issued a notice stating that 301 counties (cities, districts) including Binhai New Area in Tianjin will be recognized as counties with universal access to preschool education by 2024 through the procedures of county-level self-evaluation, city level preliminary review, provincial evaluation, and national recognition. Among them, six cities (prefectures) including Huzhou and Quzhou in Zhejiang Province, Qingdao and Dongying in Shandong Province, Xiamen in Fujian Province, and Bortala Mongolian Autonomous Prefecture in Xinjiang Uygur Autonomous Region have been fully assessed and recognized by the state. The notice requires that all regions should firmly grasp the basic direction of public welfare and inclusiveness, conscientiously implement the legal requirements of government led and vigorously develop inclusive early childhood education, and improve the mechanism for ensuring inclusive early childhood education; Establish a basic public education service supply mechanism that coordinates recent and medium to long term changes, optimizes existing resources, and adjusts variables reasonably, in line with changes in the population; Further strengthen the quality awareness of preschool education, adhere to the construction of connotation, guide kindergartens to combine childcare and education, implement games as the basic activity, create a rich educational environment, support children's active exploration and learning, promote children's healthy and happy growth in games and life, and continuously improve the quality of scientific education and the satisfaction of the people.
