Recently, the provincial-level local standard "General Enterprise Credit Risk Classification Management Specification" (DB44/T 2600-2025), guided by the Guangdong Provincial Administration for Market Regulation and jointly developed by the Guangzhou Municipal Administration for Market Regulation and the Guangzhou Standardization Research Institute, has been officially released and will be implemented from April 13, 2025. This standard is closely developed in accordance with the actual needs of enterprise credit classification management in Guangdong Province. After its promulgation and implementation, it will help the province achieve accurate identification of enterprise credit risks, improve the efficiency and refinement of enterprise supervision, and provide important reference for the standardized management of enterprise credit risk classification management nationwide. Since its establishment, this standard has been developed around the classification index system and data model of enterprise credit risk, collecting and organizing relevant national policies and regulations, domestic and foreign standards and specifications, and literature materials. It studies the index system in the field of public credit evaluation of enterprises inside and outside the province, as well as the scope and requirements of existing relevant standards and specifications. It is a unified standard specification compiled based on the actual situation in Guangdong. This standard establishes a three-level credit risk classification index system of "5+22+72" that adapts to the characteristics of Guangdong Province. The content includes the basic principles of general enterprise credit risk classification management, risk influencing factors, risk classification indicators, risk classification models, risk level classification and adjustment, and the application of risk classification results. It is suitable for market supervision departments at all levels in Guangdong Province to carry out general enterprise credit risk classification management work, and has reference value for the professional field of market supervision and other government departments to carry out this work. According to the query results of the National Standard Information Public Service Platform, this standard is the first provincial-level local standard for enterprise credit risk classification management in China. It can accurately identify and classify enterprise credit risks, provide effective guidance for implementing differentiated in-process and post event regulatory measures, and help build a more fair, transparent, and efficient business environment.
