Recently, the Central Committee of the Communist Party of China and the State Council have issued the Outline of the Education Power Construction Plan (2024-2035) (hereinafter referred to as the "Outline"). Aiming at the goal of building an education power by 2035, it has made a comprehensive and systematic deployment for accelerating the construction of an education power.

The Outline adheres to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implements the spirit of the 20th National Congress of the Communist Party of China and the second and third plenary sessions of the 20th Central Committee, fully implements General Secretary Xi Jinping's important expositions on education, emphasizes giving priority to the development of education, fully implements the Party's educational policy, unswervingly follows the path of socialist education development with Chinese characteristics, adheres to the socialist direction of running schools, comprehensively grasps the political, people-oriented and strategic attributes of education, implements the fundamental task of establishing morality and cultivating people, educates people for the Party and the country, comprehensively serves the construction of Chinese modernization, roots education in China, accelerates the construction of a high-quality education system, cultivates socialist builders and successors with all-round development of morality, intelligence, physique, aesthetics and labor, and accelerates the construction of a socialist education power with strong ideological and political leadership, talent competitiveness, scientific and technological support, people's livelihood guarantee, social synergy and international influence, so as to provide strong support for building a modern socialist power and comprehensively promoting the great rejuvenation of the Chinese nation.

The Outline proposes to adhere to the overall leadership of the Party over the education cause, highlight the promotion of fairness and the improvement of quality, strengthen strategic guidance and support development, deepen reform and innovation and collaborative integration, and adhere to self-confidence and a global perspective. Correctly handle the relationships between supporting national strategies and meeting the needs of the people's livelihood, between knowledge learning and all-round development, between cultivating talents and meeting the needs of society, between standardization and order and stimulating vitality, and between rooting in China and drawing on international experience, and comprehensively build a solid and soul-casting ideological and political education system, a fair and high-quality basic education system, a self-improving and excellent higher education system, an industry-education integrated vocational education system, a ubiquitous and accessible lifelong education system, an innovation-driven scientific and technological support system, a high-quality teaching staff system and an open and interactive international cooperation system, so as to achieve a systematic leap from large to strong.

The Outline clarifies the main objectives by 2027 and 2035 and deploys nine key tasks: shaping a new pattern of establishing morality and cultivating people and cultivating the new generation with the responsibility of national rejuvenation; strengthening and optimizing basic education and consolidating the strategic foundation for comprehensively improving the national quality; enhancing the comprehensive strength of higher education and creating a strategic leading force; cultivating and strengthening the national strategic scientific and technological force and effectively supporting high-level scientific and technological self-reliance and self-improvement; accelerating the construction of a modern vocational education system and cultivating great craftsmen, skilled craftsmen and highly skilled talents; building a learning society and opening up new tracks and shaping new advantages in development with educational digitization; building a high-quality professional teaching staff and laying a solid foundation for an education power; deepening the comprehensive reform of education and stimulating the vitality of educational development; improving the strategy and policy of opening up education to the outside world and building an important education center with global influence.

The Outline requires that in order to build an education power, it is necessary to improve the education leadership system under the unified leadership of the Party committee, with the joint management of the Party and the government and the responsibility of each department. Comprehensively promote the Party building in all kinds of schools at all levels and maintain the political security and harmonious stability of the education system. Give full play to the coordinating, overall promoting and supervising and implementing role of the Central Education Working Leading Group, promote the solution of major problems in the construction of an education power, and strengthen the monitoring and evaluation of the construction of an education power. Party committees and governments at all levels should effectively shoulder the political responsibility for the construction of an education power, include the promotion of the construction of an education power in the important agenda, and effectively implement it in combination with the actual situation. It is necessary to create a good environment for the whole society to jointly care about and support the construction of an education power, improve the school-family-society collaborative education mechanism, and form a strong joint force for the construction of an education power.（Outlook New Era）
