Standardize the pricing of ophthalmic medical services, good

2025-01-08

The National Healthcare Security Administration recently issued the "Guidelines for the Establishment of Pricing Projects for Ophthalmic Medical Services (Trial)" (hereinafter referred to as the "Guidelines"), which integrates and standardizes pricing projects for ophthalmic medical services to better safeguard eye health. It is reported that the ophthalmology project guidelines have integrated 563 technical specification projects into 125 projects, divided into three categories: clinical examination projects, non-surgical treatment projects, and surgical projects. Among them, in clinical examination projects, it is explicitly stated that ophthalmic examination projects that may overlap, such as "intraocular pressure examination" and "intraocular pressure examination (glaucoma stimulation)", cannot be charged simultaneously. In the era of screen reading, prolonged use of electronic devices such as mobile phones and computers results in high eye strain, leading to an increased probability of eye diseases. In recent years, the incidence rate of myopia, cataract, glaucoma and other eye diseases has increased year by year, and eye health has become a topic of concern for the whole society. The current increase in eye disease patients has made ophthalmic medical expenses a burden for some patients, and standardizing ophthalmic medical fees has become an urgent task. The project proposal guide can play a role in unifying fee items and addressing fee chaos. Ophthalmic medicine has strong professionalism, and even if there are duplicate charges, decomposed charges, or unclear additional fees added to treatment costs, it is difficult for ordinary patients to distinguish. The project proposal guide integrates 563 technical specification projects into 125, which makes it difficult for a few medical institutions to continue with phenomena such as creating false names and secretly raising prices. To curb the rapid growth of "small glasses", in addition to guiding students to use their eyes scientifically, providing myopia prevention and treatment services is also indispensable. In the past, there were deficiencies in the prevention and treatment of pediatric ophthalmic diseases, and the services were difficult to standardize and the fees were also very arbitrary. The project proposal guidelines establish multiple examination and treatment projects such as "dilated pupil optometry", "apparent optometry", and "visual function training", which can promote early diagnosis and treatment of myopia and amblyopia children, and slow down the deepening of their myopia degree. This type of project is bound to win praise from students and parents. In addition, implementing the project proposal guidelines can better reflect the technical labor value of medical personnel. The high cost of ophthalmic consumables and low fees for some technologies are prominent issues facing current ophthalmic medical fees. The project proposal guide implements separate project proposals for complex situations and operations with high technical labor value and high risk, reflecting the differences in technical difficulty. For example, in order to cooperate with the centralized procurement of artificial lenses, the project proposal guidelines clearly stipulate the establishment of an artificial lens implantation fee. When patients implant the lens, to prevent lens displacement, they need to suspend the artificial lens or implant a tension ring, which significantly increases the difficulty of the surgery and can be charged according to the complexity of the situation. The labor value of ophthalmic technology is fully reflected in the project proposal guidelines, which can motivate medical personnel to improve their diagnosis, treatment, and service levels. But it should also be noted that standardizing ophthalmic medical care is a systematic project, and there are still many supporting tasks that urgently need to be done. For example, the project proposal guidelines clearly state in the pricing explanation that eye bag plastic surgery, double eyelid surgery (double eyelid surgery), and other commonly used cosmetic plastic surgery procedures are beneficial for medical institutions to provide professional and targeted medical services to patients and meet their diverse needs. However, non-standard fees are only one of the problems faced by ophthalmic medical aesthetics, and issues such as non-standard technology and implementation of ophthalmic medical aesthetics surgery beyond indications also urgently need to be resolved. The eyes are the 'window to the soul'. Only by making the 'window to the soul' clear and transparent can we better witness the improvement of people's livelihood and the advancement of medical services. Scientifically setting up ophthalmic fee items and unifying ophthalmic fee standards can not only reduce the burden on patients, but also avoid the impact of unreasonable prices on the development of ophthalmic medical health. We hope that other medical projects can learn from the practice of standardizing the pricing of ophthalmic medical services, and jointly promote the overall improvement of the medical service industry.
