On April 2, the Office for International Fugitive Repatriation and Asset Recovery and Cross-border Corruption Governance of the Central Coordinatioup for Anti-Corruption held a meeting to study and implement the guiding principles of the Fifth Plenary Session of the 20th Central Commission for Discipline Inspection (CCDI), h and deploy anti-corruption work on international fugitive repatriation and asset recovery and cross-border corruption governance for 2026, and launch the Sky Net 2026" operation.
The meeting pointed out that in 2025, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core and the dit command of the Central Coordination Group for Anti-Corruption, all member units of the Office and provinces, autonomous regions, and municipalities deeply studied and implemented Xi Jinping Thought cialism with Chinese Characteristics for a New Era. They maintained a strong offensive in fugitive repatriation and asset recovery, achieved the "zeroing out" ofthe "Top 100 Red Notices" in the Asian region, advanced cross-border corruption governance in depth, deepened clean construction along the "Belt and Road," and achieved significant results inl work.
The meeting decided to launch the "Sky Net 2026" operation. Among the measures, the National Supervisory Commission will lead a special action on overseas asset recovcompensation for official duty crimes; the Ministry of Public Security will carry out the "Fox Hunt" special action; the People's Bank of China will work with the Ministry of Publicy to conduct a special action to prevent and combat the transfer of illicit funds abroad through offshore companies and underground banks; and the Organization Department of the CPC Central Committee will work with the Ministlic Security and the National Immigration Administration to manage the posts of "naked officials" and address irregularities in public officials' private travel abroad.
The meeting required comprehensive implementation ofg principles of the Fourth Plenary Session of the 20th CPC Central Committee, deep study and implementation of General Secretary Xi Jinping's important thoughts on Party building and -reform, and the implementation of the deployment of the Fifth Plenary Session of the CCDI. It emphasized strengthening both symptomatic and root-cause treatment, maintaining high-pressure deterrence, strictly igating cross-border corruption cases, carrying out special rectification of prominent problems, formulating anti-cross-border corruption laws, deepening anti-corruption law enforcement and judicial cooperation, concentrating efon key cases involving the "Top 100 Red Notices" and newly added fugitives in recent years, and increasing efforts in asset recovery and loss compensation to cut off theirtreat and shatter their illusions with a sky-high and earth-wide net.
