Zengcheng West Station, located in the eastern part of Guangzhou, is the largest production and service-oriented national logistics hub in the Guangdong Hong Kong Macao Greater Bay Area. Its international train circulation accounts for 42% of Guangdong Province's total. Among them, the development of cross-border e-commerce train services is rapid, with small and multiple batches of cross-border e-commerce goods exports accounting for more than half. In the past, customs inspections and railway security checks were conducted separately. If both departments meet the inspection instructions, the enterprise must first cooperate with the customs to open a container, and then wait for the railway security check to open a second container. Repeated unloading and loading not only increases the risk of cargo damage, but also prolongs customs clearance time and increases logistics costs. In response to this pain point, Zengcheng Customs and Zengcheng Railway Logistics Business Department of Guangzhou Railway Logistics Center are exploring the establishment of a collaborative supervision mechanism of "two inspections in one". Both parties will use the Zengcheng West Station Cross border E-commerce Supervision Center as a unified inspection site, develop joint inspection operating procedures, and conduct non-invasive inspections using X-ray machines. For goods that meet both customs inspection instructions and railway spot check instructions at the same time, unified unpacking inspection shall be carried out to avoid repeated unloading and loading. Realize collaborative operation and mutual recognition of results between customs inspection and railway security inspection. Yuan Zhihua, Deputy Director of the Supervision Department of Zengcheng Customs, introduced that under the "two inspections in one" collaborative supervision mechanism, the entire operation process can be shortened by 3 hours compared to the previous mode of separate inspections and two unpacking.
