This pilot is another foreign exchange convenience measure launched by the Shenzhen Foreign Exchange Bureau after "Kehuitong", aiming to deepen the cross-border flow of talent elements in the Guangdong Hong Kong Macao Greater Bay Area and help Shenzhen build an international science and technology innovation center. The pilot program of "Kexintong" aims to target key regions and entities, providing convenient services for the two-way use of foreign exchange for salaries to foreign-related employees of high-quality enterprises, universities, research institutions and other national key support units. Qualified employees of the unit can handle salary purchase and foreign exchange transactions at pilot banks through public-private partnerships with the employer, eliminating the need for individuals to submit documents or duplicate documents. In October 2025, Shenzhen launched its first "Science Salary Pass" service, piloting banks to handle personal salary foreign exchange transactions for teachers at a certain higher education institution. The Shenzhen Research Institute of a certain university in Hong Kong stated that cross-border foreign exchange purchase and settlement through the "Science and Technology Salary Pass" is more efficient, effectively improving the efficiency of salary settlement and foreign exchange use for foreign-related employees of enterprises. It not only brings real convenience to enterprise employees, but also helps to further strengthen the connection between enterprises and employees, and helps enterprises retain talents. It is reported that the Shenzhen Foreign Exchange Bureau will work with local governments and pilot banks to carry out precise publicity, focusing on covering science and technology innovation industry gathering areas such as Qianhai Shenzhen Hong Kong Cooperation Zone, Hetao Science and Technology Innovation Service Zone, Xili University City, Guangming Science City, Nanshan Science and Technology Park, etc. It will continue to promote the "Science and Technology Salary Pass" and the facilitation and expansion of foreign exchange payment for high-quality enterprise employees, and help Shenzhen create a more open and convenient cross-border talent environment.
