Public data is the most potential "treasure" in the digital age, with a large scale and great value potential, carrying many possibilities for livelihood services and industrial upgrading. The demand for its application from all sectors of society is becoming increasingly urgent. However, there is always a structural gap between the limited data supply capacity of the government and the diverse data application demands of society. How to break down this barrier and truly bring dormant public data to life? In Shandong, a reform exploration centered on authorized operation of public data resources is providing answers. Underwriting takes two days to a few seconds for medical data to enter the commercial insurance scene. In the past, underwriting took two or three days, but now results can be obtained in just a few seconds. ”Technicians from Northern Health Medical Big Data Technology Co., Ltd. demonstrated to reporters the application scenario of commercial insurance dual core risk control. When purchasing commercial insurance, as long as the policyholder truthfully and completely fills out the insured's health notification form, the insurance company can quickly verify the insured's health status, past medical records, and other information through risk control processes such as underwriting and claims within the scope of compliance and responsibilities. Behind this is the support of massive public health and medical data. This scenario focuses on medical record homepage data, covering relevant information of more than 4800 medical institutions in the province from 2016 to present. Through specialized data collection tools, 130 million pieces of raw data were aggregated to the National Health and Medical Big Data Center (North), and after special governance and quality control, a commercial insurance two core thematic database of over 3 billion pieces was finally formed. After governance, the data correlation reached 100%, the diagnostic normalization rate increased to 93.8%, and the surgical normalization rate reached 97.6%, laying a solid foundation for precise risk control. Led by the Provincial Big Data Bureau and the Provincial Health Commission, Shandong has taken the lead in piloting in this field, implementing government guided pricing for operational data products and services used for industrial development, and promoting paid use. As an authorized operating institution, Northern Health Medical Big Data Technology Co., Ltd. relies on electronic medical records, health records and other data resources to create 17 data products such as "Intelligent Underwriting and Compensation Big Data Risk Control". The guidance of institutional norms provides rules and regulations for data operation, not only in the field of commercial insurance, but also in multimodal medical data annotation and model training scenarios, providing strong support for medical AI enterprises. Based on over 28 billion standardized diagnosis and treatment data from more than 4800 medical institutions in the province since 2016, Shandong and JD Health have jointly developed a cardiovascular risk assessment model that is more suitable for the Chinese population. The relevant results have been published in the international top cardiovascular disease journal "Circulation", extending the value of public data to the field of medical research. The pioneering breakthrough in the medical field is backed by the normative guidance of the institutional system. The so-called authorized operation of public data resources refers to the activity of authorizing qualified operating institutions to govern and develop public data resources held by people's governments at or above the county level and national industry regulatory departments in accordance with laws, regulations, and relevant requirements, and providing data products and technical services to the market in a fair manner. This mode not only ensures data security, but also provides a feasible path for data value transformation. In January 2025, the National Development and Reform Commission and the National Data Administration issued the "Regulations on the Authorization and Operation Management of Public Data Resources (Trial)", which clearly regulates the entire process of authorized operation of public data resources. Shandong has also initially established a "1+4" public data resource authorization and operation policy system. Among them, the Shandong Provincial Big Data Bureau has issued the "Shandong Provincial Public Data Resource Authorization Operation Management Measures (Trial)", which clarifies the requirements for the scope and responsibilities of authorized operation, and establishes an operation model of "overall authorization+sub domain authorization+scenario based authorization", making data operation systematic and traceable. The reporter noticed that Shandong has taken the lead in promoting the accounting of health and medical data assets, and the first paid use income of data assets has been completed. This exploration has put a clear "price tag" on public data and explored a replicable and promotable path for the value realization of authorized operation of provincial public data. Multiple efforts should be made to cultivate the data industry ecosystem and activate public data, not only to achieve "single point breakthroughs", but also to build a "global ecosystem". Shandong takes public data authorization operation as the starting point, vigorously attracts and cultivates data element oriented enterprises, and allows more market entities to participate in it, jointly prospering the data element industry. At present, 14 cities including Jinan, Qingdao, and Zibo have established data element based enterprises with state-owned assets to undertake the operation of public data authorization in the local area. The cumulative authorized operation data volume has reached 1.33PB, and 548 data products have been created around key areas such as financial services and transportation logistics, allowing the value of data to take root in more fields. Jinan City relies on medical insurance, social security and other data to create the "Quanrong E-loan" product, helping financial institutions accumulate credit of more than 4.5 billion yuan; Yantai City has introduced 33 high-quality data service providers to participate in the development of public data products, focusing on building a pattern of "government guidance, enterprise participation, and collaborative empowerment". Qingdao has held the Public Data Operation Conference for three consecutive years, attracting and cultivating more than 1600 data enterprises. It has initiated the establishment of the "National Unified Market Alliance for Public Data Operation" and the "Urban Data Operation Community", building a multi-party collaborative, open and win-win industrial development pattern.
