2026-04-02
According to the requirements of the Regulations on Reporting Tax related Information of Internet Platform Enterprises (hereinafter referred to as the Regulations), platform enterprises will report the identity information of operators and employees in the platform and the income information of the previous quarter to the tax authorities on a quarterly basis from October 2025. On April 1st, the reporter learned from the State Administration of Taxation that the new regulations have been implemented for more than half a year and have achieved positive results. Currently, nearly 8200 domestic and foreign platforms have submitted tax related information to the tax authorities. Next, the tax department will carry out regular tax supervision on platform enterprises to continuously support the healthy development of the platform economy. The positive effects brought about by the implementation of the Regulations continue to emerge. ”According to Lian Qifeng, Director of the Tax Collection and Technology Development Department of the State Administration of Taxation, on the one hand, platform enterprises are more proactive in reporting data. From the fourth quarter of 2025, it can be seen that most platforms submitted tax related information significantly earlier than the initial submission time; The number of operators and employees within the platform, as well as the revenue scale reported by each platform, have both increased by more than 10% month on month, further improving the quality of the submitted information. At the same time, after the implementation of the regulations, the taxation of merchants on the platform has also been significantly standardized. The latest data shows that in the fourth quarter of 2025, the invoice amount obtained by small-scale taxpayers on the platform increased by 28% year-on-year, and the role of tax related information reporting in promoting upstream and downstream linkage compliance in the industrial chain continues to emerge; The number of merchants paying taxes on the platform has increased by 32% compared to before the implementation of the regulations, and the difference in average tax burden between online and offline merchants has significantly narrowed. Lian Qifeng stated that the submission of tax related information has made the platform's business data more explicit, and the space for illegal operations such as unregistered merchants, concealed income, split income, and conversion of income nature has been greatly reduced. Illegal business activities such as false marketing, malicious brushing, and low-priced dumping within the platform have begun to decrease, and the role of tax related information submission in promoting the platform's economic "anti internal competition" continues to emerge. Continuously promoting the implementation and effectiveness of the Regulations, Lian Qifeng stated that the tax department will further study and improve tax policies that are compatible with the platform economy based on the situation of tax related information reporting, establish a normalized regulatory system for the platform economy, and promote the standardized and regulated development of the platform economy. In addition, the tax department will strictly verify the quality of data submitted by the platform, and strictly prevent issues such as fraud and inaccurate reporting. At the same time, further deepen the application of tax related information analysis, identify tax risks of merchants on the platform, and carry out compliance declaration reminders. For those who refuse to correct their illegal behavior, the tax department will seriously investigate and punish them. In the future, typical cases will be selected for public exposure to effectively maintain a fair and unified tax environment, and better promote the standardized and healthy development of the platform economy. The work of submitting tax related information for the first quarter of 2026 has already begun. The tax department will continue to provide consultation and technical support, and continuously improve the convenience of platform enterprise reporting; We also request all platform enterprises to continue to submit information in accordance with laws and regulations, ensuring the authenticity, accuracy, and completeness of the information. ”Lian Qifeng said.
