Solidly promote the equalization of basic public services and balance multidimensional relationships

2026-03-27

Steadily promoting equalization of basic public services "is an important goal proposed in the" Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five Year Plan for National Economic and Social Development "at the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, which aims to increase efforts to ensure and improve people's livelihoods. At present, the issue of the "existence" of basic public services in China has been fundamentally resolved, but there is still a long way to go in achieving high-quality balance, such as significant differences in the allocation of high-quality resources between regions and urban and rural areas; There are differences in standards, qualifications, treatment, and management of public service policies in different regions, making it difficult to effectively connect them; The digital divide and single supply mode have led to equalization remaining on the surface. This is directly related to social equity and the people's sense of personal gain. To promote the transformation of basic public services from "existing" to "excellent" and from "wide coverage" to "high quality", it is necessary to accurately grasp and properly handle the following core relationships in practice, ensuring that development achievements benefit all people more and fairly. Unified standards and dynamic balance of regional differences. Without rules, there is no square. The national basic public service standards are not only the institutional cornerstone for ensuring fairness in service bottom lines nationwide and preventing significant regional disparities, but also the technical prerequisite for achieving cross regional institutional connectivity and facilitating personnel mobility. In the process of implementing national standards, it is necessary to face up to the huge regional development gap and urban-rural differences in China, and give localities a certain degree of flexibility. On the basis of national standards, it is necessary to guide various regions and institutions to "jump and reach" on the basis of meeting standards through setting benchmarks, publishing quality indices, and other methods, forming a quality improvement atmosphere of competition. It is also necessary to allow local governments to implement differentiated and refined policies based on their own financial capacity, population structure changes, geographical environment characteristics, and other factors, enhance the adaptability of public services to local actual needs, and avoid cutting corners or flooding. For areas with weak financial resources, general and special transfer payments should be made to ensure that the region has the ability to meet national basic standards and prevent the lack of basic public services due to differences in local financial resources. At the same time, we vigorously advocate for mechanism innovation, deepen the reform of "county management, school recruitment" and "medical community", provide institutional guarantees for regular rotation of backbone teachers and physicians, and cross school (hospital) teaching (diagnosis), orderly promote the flow of high-quality human resources between urban and rural areas and regions, and guide high-quality resources to weak links more efficiently and sustainably, achieving an overall leap in the quality of basic public services. Hardware improvements are synchronized with software upgrades. To promote "balanced accessibility", we need to not only continuously improve the "skeletal system" of infrastructure networks, but also focus on enhancing the "flesh and blood organization" of service quality and management efficiency, achieving the organic unity of hardware and software, and combining form and spirit. We should lead software upgrades with hardware construction, scientifically plan facility layout, and build physical spaces such as schools, hospitals, nursing homes, and cultural stations. We should focus on filling the infrastructure gaps in rural areas, remote mountainous areas, and urban-rural junctions, break down administrative barriers, and build a service facility network that integrates urban and rural areas and promotes regional cooperation. Based on factors such as population distribution, geographical characteristics, and service radius, we should achieve precise deployment of facilities, intensive construction, resource sharing, and improve utilization efficiency. While providing a material foundation for "service accessibility", it is necessary to simultaneously promote the software construction of service standards, talent teams, management mechanisms, and service attitudes. In particular, it is necessary to strengthen the training and incentive of grassroots service personnel, use digital means to improve service convenience, vigorously develop "Internet plus public services", build national or regional high-quality courses, telemedicine, digital library and other resource sharing platforms, so that rural students can also listen to the lectures of famous teachers, so that grassroots patients can also accept expert remote consultations, and achieve "online coverage" and "cloud sharing" of high-quality resources. It is even more important to use software innovation to drive hardware optimization. Through service quality monitoring and feedback on public demand, deficiencies in facility layout, functional settings, and other aspects should be discovered in a timely manner, and hardware facility iteration and upgrading should be promoted to avoid phenomena such as "beautiful buildings empty" or "cold services", and to achieve "both form and spirit". Government led and diverse collaborative benign interaction. Ensuring the supply of basic public services is an unshirkable responsibility of the government. Governments at all levels should effectively fulfill their main responsibilities in the supply of basic public services, continue to make efforts in planning and layout, policy-making, financial investment, supervision and management, and bottom line guarantee, scientifically delineate the boundaries of rights and responsibilities, improve the financial guarantee mechanism, especially in areas and links where the market is unwilling to invest and social forces are difficult to cover, firmly grasp the bottom line and cover the whole population. This leading role is not only reflected in capital investment, but also in institutional design, quality supervision, and fair maintenance, ensuring that basic public services are not lacking or misplaced. But leading does not mean monopolizing. Faced with the diverse, multi-level, and high-quality public service needs of the people, it is difficult for the government alone to fully meet them. Therefore, it is necessary to actively guide market entities to participate in public service supply, support the development of social organizations, and leverage their unique advantages in public welfare and charity, community services, professional assistance, and other areas through government procurement of services, project subsidies, franchising, equity cooperation, and other means. To achieve a positive interaction and effective connection between government leadership and diversified collaboration, it is necessary to establish and improve the full chain working mechanism of public service demand expression, project docking, resource integration, and performance evaluation, improve the government's procurement service catalog and standards, establish an open and transparent selection mechanism and full process supervision system, promote the separation of government and society, and the separation of management and operation, and create a fair, transparent, and predictable development environment for social forces to participate. Especially in the context of digitalization, a unified and efficient public service information platform should be used to achieve precise matching of supply and demand and efficient allocation of resources. Current relief and long-term establishment should address both symptoms and root causes. To promote equalization of basic public services, we must not only focus on resolving current prominent contradictions, but also respond promptly to the urgent needs and concerns of the masses; We must also focus on long-term development, build a sustainable and iterative institutional system, and achieve the organic unity of current relief and long-term establishment. For prominent issues such as employment difficulties, medical difficulties, and elderly care difficulties that have been strongly reflected by the people, a rapid response mechanism should be established to accurately identify and implement targeted measures to resolve them in a timely manner. Through the implementation of the "direct subsidy and fast processing" policy, targeted employment assistance should be provided to grassroots and probationary personnel, and the "diagnosis and treatment before payment" policy should be implemented. The "15 minute elderly care service circle" should be developed to effectively meet the bottom line of people's livelihood. While addressing prominent contradictions, relief measures should be as closely linked as possible with long-term institutional design, avoiding the formation of new path dependencies. By solving current problems, improving the policy system, and forming a virtuous cycle of "solving a problem, improving a system, and plugging a batch of loopholes". We should pay more attention to the fundamental, global, and stable issues of institutional construction, accelerate the improvement of the legal and regulatory system for basic public services, promote the transformation of effective experience and practices into institutional norms, improve the mechanism for ensuring financial investment, establish a basic public service expenditure growth mechanism that is compatible with the level of economic development and financial capacity, innovate the supply mode of public services, improve the government's service procurement system, and establish a sound performance evaluation and supervision mechanism. These institutional constructions not only need to solve the problem of "existence", but also answer the questions of "good or bad" and "good or bad". By establishing regulations and systems, we can enhance the stability, adaptability, and self-improvement ability of the basic public service system, achieve the organic unity of current poverty alleviation and long-term development, and provide lasting impetus for the equalization of basic public services. Promoting the equalization of basic public services is a systematic project related to social fairness, justice and people's well-being. Only by adhering to the system concept, using dialectical thinking, and seeking dynamic balance in multiple dimensions such as "standard unification and regional differences", "hardware improvement and software upgrading", "government led and diversified coordination", "current relief and long-term institutional building", can we solve structural contradictions with institutional innovation, promote fair sharing with resource optimization, and respond to people's expectations with quality improvement, can we build a basic public service system that covers the whole people, is fair and accessible, and has excellent quality and efficiency, effectively enhance the people's sense of gain, happiness, and security, and lay a solid foundation for the people's livelihood with Chinese path to modernization.
