The 2025 Central Economic Work Conference proposed to build international science and technology innovation centers in Beijing (Beijing Tianjin Hebei), Shanghai (Yangtze River Delta), and the Guangdong Hong Kong Macao Greater Bay Area. In the face of the deeply reconstructed global scientific and technological competition pattern, the construction of the international scientific and technological innovation center has expanded from a single city point layout to regional coordinated and integrated development, aiming to activate the innovation momentum of the whole region through the integration of space, elements, industries, systems and other aspects, and establish a benchmark for leading Chinese path to modernization with scientific and technological support. The effectiveness of its construction is directly related to the overall efficiency improvement of China's innovation system and the leap in international competitiveness, which is of great significance for accelerating the development of new quality productive forces and strengthening the support of a strong science and technology country. From the perspective of spatial integration, this is an inevitable requirement to comply with the development law of innovation clustering. Currently, global technological competition is becoming increasingly fierce, and cutting-edge industries such as artificial intelligence, quantum technology, and integrated circuits have long innovation chains, large investments, and high risks. The resource carrying capacity and industrial supporting capacity of a single city are difficult to support the construction of a complete innovation ecosystem. The expansion of the three major international science and technology innovation centers, upgrading from "single point operation" to "city cluster collaboration", is conducive to breaking down administrative barriers, achieving complementary functions of innovation space, and shaping a competitive advantage comparable to the world's top innovation clusters. The 2025 Global Innovation Index Report shows that Shenzhen Hong Kong Guangzhou, Beijing, and Shanghai Suzhou have entered the top ten of the global top 100 innovation clusters list. Among them, the Shenzhen Hong Kong Guangzhou cluster has jumped to the top, reflecting the increasing support, leadership, and radiation driving role of the three international science and technology innovation centers. From the perspective of element integration, this is a key lever for achieving the free flow and efficient allocation of innovative elements. The urban clusters where the three major international science and technology innovation centers are located have the highest quality innovation resources in the country, gathering a considerable proportion of key laboratories and high-tech enterprises. The R&D investment intensity of the whole society in Beijing has remained above 6% for six consecutive years. The Yangtze River Delta accounts for about one-third of the country's local financial technology expenditure, enterprise R&D investment, enterprise technology acquisition and transformation expenditure, and high-value patent ownership. The Guangdong Hong Kong Macao Greater Bay Area has gathered a large amount of cross-border innovation resources and high-quality factors are highly concentrated. Promoting the expansion of international science and technology innovation centers is conducive to achieving the full flow and efficient allocation of innovation factors, solving the problem of "stagnant and underutilized" innovation factors, and injecting strong momentum into regional innovation and coordinated development. From the perspective of industrial integration, this is an urgent need to promote the deep integration of technological innovation and industrial innovation. The three major international science and technology innovation centers gather top innovation entities such as universities, research institutes, and enterprises across the country, forming a complete chain of basic research, technological breakthroughs, achievement transformation, and industrial application, which is conducive to the rapid application and landing of innovative achievements. To promote the expansion of the three major international science and technology innovation centers, the key is to optimize the collaborative innovation model of "industry question making, technology answering, and market grading", rely on scientific research advantages to break through industrial technology bottlenecks, and truly empower industrial development with scientific and technological innovation achievements. From the perspective of institutional integration, this is a strategic choice to establish a cross regional collaborative innovation system. The regions where the three major international science and technology innovation centers are located have their own advantages in exploring innovative systems. In recent years, the Beijing Tianjin Hebei region has continuously improved its institutional mechanisms and explored the construction of a collaborative innovation community. For the first time, the Yangtze River Delta has strengthened the coordinated development of scientific and technological innovation through collaborative legislation. The Guangdong Hong Kong Macao Greater Bay Area has accumulated rich experience in cross-border talent qualification recognition and intellectual property sharing. One of the key points of the expansion of the three international science and technology innovation centers this time is to integrate the advantages of innovation systems in various regions, establish mechanisms for cross regional planning and coordination, benefit sharing, risk sharing, etc., break down administrative division, eliminate local protection, promote collaborative integration, and form a regional collaborative innovation pattern of benign interaction, complementary advantages, and win-win cooperation. The three international science and technology innovation centers after expansion are not isolated innovation highlands, but rather the "power source" and "radiation pole" of the integration of industry, academia, and research in the country, which will lead and drive the empowerment of scientific and technological innovation achievements throughout the region and benefit the whole country. One is to focus on improving the efficiency of the innovation chain, promote the diffusion of core technological achievements such as basic research and technological breakthroughs to the whole country, help various regions break through industrial technology bottlenecks, accelerate key technological breakthroughs and domestic substitution. The second is to focus on improving the level of the industrial chain, leveraging the advantages of advanced manufacturing industry clusters, driving the upgrading of industrial supporting facilities in the central and western regions, and achieving innovative development of the entire industrial chain. The third is to focus on strengthening the factor chain, building an innovative factor chain radiation network that connects the whole country, breaking through the cross regional flow bottlenecks of talent, technology, capital, data, etc., and promoting the security and stability of the industrial chain and supply chain through the comprehensive integration and optimized allocation of factors. The fourth is to focus on improving the institutional chain, promoting mature mechanisms for cross regional collaborative innovation, industry research docking, and achievement transformation nationwide, and further optimizing the national innovation ecosystem. Currently, the radiation effect of the three major international science and technology innovation centers continues to emerge. For example, the Beijing Tianjin Hebei region relies on collaborative innovation mechanisms and industrial chain integration to develop the Beidou space-time industry, driving the development of supporting fields in the aerospace industry in surrounding areas, and thereby promoting the development of the national equipment manufacturing industry; The Yangtze River Delta region has established a service platform by integrating resources, accelerating the research and development of key core technologies in the integrated circuit industry, and further driving the upgrading of the semiconductor industry in surrounding areas; The Guangdong Hong Kong Macao Greater Bay Area has development advantages in institutional openness such as rule linkage and mechanism docking, providing important reference for promoting high-level international scientific and technological exchanges and cooperation in various regions. To build the three major international science and technology innovation centers into world-class sources of scientific and technological innovation, and further leverage their radiating and driving role, we must pay attention to systematic policy implementation, multidimensional efforts, and continuously enhance integration efficiency. Deepen spatial integration layout, based on differentiated positioning in each region, strengthen functional complementarity within the region and collaborative linkage between regions. Open up bottlenecks in factor flow, establish cross regional mechanisms for mutual recognition of talent qualifications, sharing of technological achievements, capital integration and linkage, and compliant data circulation. Strengthen the integration of production and research, establish cross regional innovation consortia around strategic emerging industries such as artificial intelligence, integrated circuits, and biomedicine, promote joint core technology research and development among universities, research institutions, and enterprises, and lay out the construction of cross regional pilot incubation platforms. Build a collaborative governance mechanism, coordinate innovation policies and industry standards within the region, and create an open and inclusive innovation environment.
