Sports foster a new engine of consumption

2025-12-24

The "Su Chao" has driven a craze for folk football, and the scale of the ice and snow industry will exceed one trillion yuan. The Guangdong Hong Kong Macao National Games will be exciting... In 2025, China's sports economy will show an accelerated development trend. This is thanks to the intensive introduction of policy documents to promote the development of sports economy in the past few years, the widespread promotion of the "three in" sports events, the deeply rooted "travel with the events", and the initial results of the construction of industrial development platforms. At the same time, various regions continue to explore innovative measures, promote the deep integration of effective markets and proactive governments, and unleash tremendous energy in China's sports economy, providing a richer supply of high-quality goods and services for expanding domestic demand and boosting consumption. Policy research paves the way for development. The 2025 Xinjiang Hot Snow Festival, the 29th Changchun Ice and Snow Festival, the Hebei Chengde Ice and Snow Hot Spring Tourism Season, the 21st Inner Mongolia Autonomous Region Ice and Snow Nadam, the 22nd China Manzhouli China Russia Mongolia International Ice and Snow Festival, and the Chongqing Ice and Snow Sports Season are all part of another year's ice and snow season. Not only are Northeast China, Inner Mongolia, Xinjiang and other regions creating distinctive brands according to local conditions, but some places in the south that have the conditions are also actively laying out the ice and snow industry. The Research Report on the Development of China's Ice and Snow Industry (2025) shows that the scale of China's ice and snow industry will exceed one trillion yuan by 2025. From the north to the whole country, from winter to all seasons, the ice and snow economy is creating new consumption scenarios, creating new industrial ecosystems, and bringing new opportunities for regional development. The flourishing development of the ice and snow economy cannot be separated from policy support. In November 2024, the General Office of the State Council issued the "Several Opinions on Stimulating the Vitality of Ice and Snow Economy through High Quality Development of Ice and Snow Sports", promoting the development of the entire industry chain of ice and snow sports, ice and snow culture, ice and snow equipment, and ice and snow tourism. The "Special Action Plan for Boosting Consumption" issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council proposes to promote ice and snow consumption, launch and implement the plan to enhance ice and snow tourism, organize and carry out consumption promotion activities such as the ice and snow consumption season, and encourage various regions to enrich ice and snow venues and consumer product supply according to time and place. This year's government work report also proposes to actively develop ice and snow sports and ice and snow economy. A series of policy measures have provided important guidance for the development of the ice and snow economy. The rapid development of the ice and snow economy is a vivid epitome of China's sports industry accelerating its development with policy support in recent years. In September 2025, the General Office of the State Council issued the "Opinions on Unleashing the Potential of Sports Consumption and Further Promoting the High quality Development of the Sports Industry", which clearly stated that by 2030, a group of sports enterprises and events with world influence should be cultivated, and the development level of the sports industry should significantly increase, with a total scale exceeding 7 trillion yuan, playing an important role in building a new development pattern. In the past two years, the rapid development of outdoor sports in China has also benefited from policy guidance. In January 2025, the General Office of the State Council forwarded the Guiding Opinions of the National Development and Reform Commission and the General Administration of Sport on Building High quality Outdoor Sports Destination. Various regions have adapted to local conditions and explored the construction path of outdoor sports destinations that are suitable for their own endowments. In addition, the General Administration of Sport of China is vigorously promoting the construction of sports standardization, strengthening the top-level design of sports standardization, gradually building a policy matrix with macro guidance, special support, and departmental collaboration, effectively promoting the healthy and rapid development of the sports industry. The economic highlights of sports events are frequent, with the "Su Chao" in full swing, the number of seats in the Chinese Super League reaching a new high, and the "Big Bay Chicken" of the National Games becoming popular on the internet... Although there are no international top-level events such as the Olympics and World Cup in 2025, it can be called a "big year" for China's sports event economy. The General Administration of Sport of China adheres to the construction of the event system as the core, deeply integrates "event+" and "+event", forms a "one body, two wings" development concept, focuses on promoting the development of the event economy, and continuously enriches the supply of large-scale sports events, professional events, and mass events. From the National Games to folk events, from professional sports to amateur football, the General Administration of Sport of China, in conjunction with the Ministry of Commerce and the Ministry of Culture and Tourism, has launched activities such as "bringing sports events into scenic spots, streets, and commercial districts", "traveling with sports events", and "enjoying exciting sports events and exploring Chinese cuisine", which have stimulated the enthusiasm of the whole nation to participate and boosted consumption effects. The General Administration of Sport of China has also innovatively launched pilot projects to promote sports consumption and event economy, selecting 30 cities nationwide to encourage pilot units to innovate policy measures. As one of the first pilot cities, Wuxi City in Jiangsu Province has hosted its own IP events such as the Wuxi Marathon, the World Taekwondo Grand Slam series, the Asian Sports Dance Festival, and the Yangxian 100 Cross Country Challenge, as well as various high-level international and domestic events. Among them, the 2025 Wuxi Marathon alone attracted 391000 people to watch the race, driving economic benefits such as catering, accommodation, transportation, tourism, and exhibitions of 505 million yuan, a year-on-year increase of 78.2%. At present, the General Administration of Sport of China is further standardizing the organization of marathon events to better serve local economic and social development. Nowadays, "traveling with competitions" is widely carried out in various places. Sports events entering scenic spots, neighborhoods, and commercial districts have brought many previously limited audience events to the public. The regular season of the 2025 Chinese Men's Triple Basketball Super League (referred to as the "Super Three League") includes 25 regional tournaments and 4 championship tournaments, of which 11 tournaments will enter the core business district of the city, becoming a new engine to activate urban space and promote sports consumption. In Xicheng District, Beijing, a ticket stub for the "Super Three League" can enjoy more than 40 brand discounts. Two special check-in routes, "Family Tour" and "Leisure Style", have been launched, connecting more than 20 key cultural, commercial, and sports locations. In Zhangjiagang City, Jiangsu Province, during the Jinmao Lanxiu City commercial district competition, the passenger flow reached 153600, a year-on-year increase of 6%, and the sales increased by 10%, reaching 12.52 million yuan. The General Administration of Sport of China has launched monitoring pilot projects in Hebei, Jiangsu, Zhejiang and other places to drive consumption through sports events. The monitoring results show that in the first half of 2025, 511 key sports events monitored in seven pilot provinces will drive sports and related consumption of over 16 billion yuan, with an average of over 30 million yuan per event. When the first China Outdoor Sports Industry Conference was held in Dali in 2023, Yunnan Province clearly defined the path of "comprehensive layout and characteristic development". Yang Zhonghua, Director of the Yunnan Provincial Sports Bureau, said, "In the three years since the conference settled in Yunnan, we have broken through the development of the sports industry with outdoor sports, and promoted the doubling of the scale of sports and related industries in three years, with an average annual growth rate of 23%. By 2025, we will break through the 100 billion yuan mark. Outdoor sports are becoming a new engine for Yunnan's economic growth. Outdoor sports are becoming a new growth point for China's sports economy. The "Report on the Development of China's Outdoor Sports Industry (2024-2025)" released by the Sports Economy Department of the General Administration of Sport of China shows that as of the end of June 2025, the number of outdoor sports related enterprises in China has reached 335000, of which more than 24000 were newly registered in the first half of 2025. At the same time, as of early April 2025, the number of outdoor sports participants in China has exceeded 400 million. In recent years, the General Administration of Sport of China has continued to strengthen the construction of industrial development platforms. The China Outdoor Sports Industry Conference is one of the important platforms that it focuses on building, with the goal of integrating outdoor sports resources, focusing on industry development trends, and continuously cultivating new products, services, and formats. In addition, it has held exhibitions such as the China International Sports Goods Expo and the China Sports Tourism Expo for many years, built a production and demand docking platform, and set up a sports service theme at the China International Fair for Trade in Services for many years, as well as a sports goods and event section at the China International Import Expo.
