The new public cultural space covers various forms such as urban study rooms, cultural stations, cultural auditoriums, cultural squares, etc. It is an important lever to promote the optimization of grassroots public cultural service network layout and the improvement of spatial quality, and to promote the high-quality development of public cultural services. The "Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five Year Plan for National Economic and Social Development" passed at the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China proposes to "adhere to cultural benefits for the people and implement actions to improve the quality and efficiency of public cultural services." The "Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting High quality Urban Development" issued in August this year requires "innovating and expanding new types of public cultural spaces and improving urban cultural facilities according to actual needs. As of now, there are over 40000 new public cultural spaces across the country. At the same time, some new public cultural spaces have problems such as insufficient integration of diverse formats and low efficiency. Actively cultivating a new type of public cultural space that integrates diverse business formats is an important measure to promote the improvement and efficiency of public cultural services, and to build a modern public cultural service system. It helps to innovate the supply of public cultural services, improve the quality of public cultural products, and meet the growing spiritual and cultural needs of the people. The integration of diverse business formats is not simply a combination of business formats, but a flexible integration and organic combination of cultural content and related industries in public areas such as communities, blocks, and commercial districts, breaking through physical and functional boundaries. The new type of public cultural space that integrates diverse business formats, while ensuring basic cultural services, gradually changes the traditional model of "single function, static service, and business segmentation" by integrating and embedding multiple functions such as cultural services, creative production, leisure consumption, and social interaction, and constructs a new form of cultural space that is open, diverse, rich in experience, and high-quality in service. At present, the expectations of the people for cultural life have shifted from "whether there is" and "whether it is enough" to "whether it is good or not" and "whether it is refined or not". We need to accelerate the cultivation of a new type of public cultural space that integrates multiple formats, expand the supply of high-quality public cultural services, and enhance the cultural sense of achievement and happiness of the people. Anchoring the needs of the masses and building a scene matrix that effectively integrates diverse business formats. Faced with the trend of convenient, personalized, and experiential cultural consumption, traditional fixed and standardized public cultural services are no longer able to meet the needs of the masses. The integration of new public cultural spaces must shift from supply led to anchor point based on public demand, and build a business matrix with wide coverage and multi scenario adaptation. On the basis of providing basic public cultural services, cultivate themed and targeted spatial types, and tailor differentiated formats for different groups based on demand feedback and user profiles. Promote effective linkage and scene integration between business formats, enabling users to deeply participate in diverse scenarios, avoiding service fragmentation and experience singularity caused by the fragmentation of various business formats, and meeting the growing diverse and composite cultural needs of the masses. Theme activities such as the "Intangible Cultural Heritage Week" held in some new public cultural spaces integrate exhibition displays, handicraft experiences, themed reading, and cultural and creative consumption, achieving a progressive progression of viewing, experience, cognition, and consumption, forming a diverse and interconnected business flow and value symbiosis. Digging deep into local culture and consolidating the cultural core of the integration of diverse business formats. Local cultural characteristics are the source of uniqueness and vitality that endows diverse business formats. Based on the core of local culture, it can effectively avoid the homogenization dilemma of diverse formats in new public cultural spaces, which may lead to a "one size fits all" situation. We need to deeply explore local cultural characteristics such as historical context, folk customs, and traditional skills, accurately extract and transform the most representative cultural symbols, and cultivate cultural brands with distinctive recognition according to local conditions. For example, the "Autumn White Book Garden" in Changzhou, Jiangsu inherits the red gene and empowers the construction of a bookish city, while Luoyang, Henan relies on regional cultural characteristics such as the Heluo culture to build the "Heluo Book Garden", organically combining local cultural endowments with public cultural services. The new public cultural space has become an important carrier for showcasing the local historical and cultural style. To promote the creative transformation and innovative development of excellent traditional Chinese culture, and form a brand identity that combines cultural connotation and market attractiveness, connecting diverse formats such as reading, experience, consumption, and social interaction. Simultaneously emphasizing spatial design and atmosphere creation, promoting the formation of visual styles and service characteristics consistent with cultural brand connotations in various business formats. For example, the "Zicheng Huanxi Bookstore" in Jiaxing, Zhejiang integrates reading, performing arts, handicrafts, catering and other formats around the Zicheng site and celebrity cultural IP, ensuring the coherence and integrity of cultural atmosphere and brand tone between different formats. Strengthen technological empowerment and enhance the experience quality of diversified business integration. Culture and technology are interdependent and promote each other. Technology empowers the upgrading of cultural experience quality in new public cultural spaces, making it possible for digital resources to be available at any time, cultural activities to be enjoyed anywhere, and personalized services to be available on demand, reflecting cultural benefits for the people, cultural benefits for the people, and cultural convenience for the people. We should fully utilize digital, networked, and intelligent means to inject technological genes into diverse business formats, provide intelligent, high-quality, and scalable cultural services, and promote the transformation of cultural experiences from one-way reception to immersive interaction. Expand the forms and presentation methods of digital resources, utilize technologies such as digital scanning, virtual reality, augmented reality, holographic projection, and artificial intelligence to promote the transformation of cultural resources from the "real state" to the multimedia and multimodal "digital state", and enhance the dissemination, infectiousness, and influence of culture. Build a service model that integrates online and offline services and combines online presence, expand service coverage and reach through digital platforms, extend art training, cultural salons, cultural and creative sales in physical spaces to online, strengthen the connection between online and offline services, and form a full process service chain of "online appointment offline experience online feedback". Multi party collaborative operation ensures the long-term development and innovative mechanism of diverse business formats, effectively integrates government, public institutions, enterprises, and social resources, helps to improve management level and specialization, and promotes the sustainable development of new public cultural spaces that integrate diverse business formats. To break through the traditional model of relying solely on government investment and establish a specialized and multi-party collaborative operation mechanism of "government guidance, market operation, and social participation". Promote the transformation of the government's role from a "business model leader" to a "policy guide, resource coordinator, and operation supervisor", and incentivize operating entities to enter the public cultural field or introduce public cultural services in the consumption space through policy subsidies, tax reductions, and the establishment of special funds. Establish a mechanism for selecting and collaborating with social forces, actively guide them to participate in the provision of community public cultural services, prioritize the introduction of professional teams that understand both culture and the market, improve operational efficiency, and promote deep integration of business formats. Further improve the mechanism for public participation, actively enhance the mechanism for cultural volunteer services, improve the mechanism for soliciting and evaluating feedback on public needs, ensure accurate matching between business supply and public needs, and transform the public from passive recipients to active participants, achieving the co construction and sharing of public cultural services.
