The 2025 China Computing Power Conference will be held in Datong, Shanxi from August 22nd to 24th. At the opening ceremony, the conference released a "1+4" report on the development of the computing power industry, namely the "2025 Comprehensive Computing Power Index", "2025 Computing Power Development Report", "2025 Storage Power Development Report", "2025 Capacity Development Report", and "2025 Intelligent Computing Service Development Report". Among them, the "2025 Comprehensive Computing Power Index" report (hereinafter referred to as the "report") comprehensively presents the current development status of China's comprehensive computing power. In terms of computing power, optimization of computing power structure and technological innovation are advancing simultaneously. On the one hand, with the significant increase in the scale of intelligent computing, computing power has shown the characteristics of "intelligent computing leading and diversified coordinated development". As of the end of June 2025, the total scale of computing power center racks in use in China has reached 10.85 million standard racks, and the scale of intelligent computing power has reached 788 Elops (FP16). On the other hand, the innovation of computing power technology has promoted the improvement of computing power level. The deep integration of computing power technology innovation and artificial intelligence technology has made breakthrough progress in natural language processing, image recognition, speech recognition and other fields, providing strong support for the application and expansion of China's computing power industry. In terms of storage capacity, there has been a structural breakthrough in storage scale and performance. In recent years, the total amount of data storage in China has shown a rapid growth trend, and the construction of storage infrastructure has achieved significant results. As of the end of June 2025, the national storage capacity will exceed 1680EB, an increase of about 40% compared to 2023, and the storage capacity will continue to expand. The widespread application of technologies such as big data and artificial intelligence, as well as the release of data storage requirements in intelligent manufacturing and smart transportation, have effectively driven the increase in storage demand. In terms of transportation capacity, there has been a dual track evolution of transportation infrastructure and scheduling mechanisms. China's network infrastructure construction has achieved significant results, with obvious advantages in network support computing power, and continuous optimization of backbone network architecture and performance. The transmission delay between national hubs does not exceed 20ms, the transmission delay from clusters to surrounding major cities does not exceed 5ms, and the delay between computing power nodes within the region is as low as 1ms. In terms of models, model technology and industrial applications are driven by both wheels. In recent years, China's large-scale model ecosystem has gradually improved and technology has developed rapidly. As of the end of June 2025, China has released 1509 large models, ranking first in the number of 3755 large models released worldwide. Based on the characteristics, trends, and important influencing factors of the development of the computing power industry, the report released this time has added a "Model Power" sub index on the basis of 2024, which comprehensively measures the comprehensive computing power development of various provincial-level administrative regions in China from the dimensions of computing power, storage power, transportation capacity, model power, environment, etc., and evaluates the computing power development level of cities across the country through the computing power sub index. The top ten provinces in the comprehensive computing power index of provincial administrative regions are: Hebei Province, Jiangsu Province, Guangdong Province, Zhejiang Province, Beijing, Shanghai, Inner Mongolia Autonomous Region, Shanxi Province, Shandong Province, and Guizhou Province. Among them, in terms of computing power sub index, Hebei Province, Zhejiang Province, Jiangsu Province, Shanghai City, Inner Mongolia Autonomous Region, Qinghai Province, Shanxi Province, Guangdong Province, Guizhou Province, and Beijing City rank in the top ten; In terms of the survival sub index, Guangdong Province, Jiangsu Province, Hebei Province, Beijing, Inner Mongolia Autonomous Region, Shanghai, Guizhou Province, Fujian Province, Shandong Province, and Zhejiang Province rank in the top ten; In terms of transportation capacity sub index, Zhejiang Province, Shanghai City, Jiangsu Province, Shandong Province, Guangdong Province, Beijing City, Sichuan Province, Anhui Province, Hebei Province, and Guizhou Province rank in the top ten; In terms of modulus index, Beijing, Guangdong, Zhejiang, Shanghai, Jiangsu, Shandong, Sichuan, Anhui, Hunan, and Hubei provinces rank in the top ten; In terms of environmental sub indices, Qinghai Province, Inner Mongolia Autonomous Region, Hebei Province, Jiangsu Province, Zhejiang Province, Xinjiang Uygur Autonomous Region, Gansu Province, Shanxi Province, Shandong Province, and Ningxia Hui Autonomous Region rank among the top ten in China; In terms of the sub index of urban computing power, some cities in provinces such as Hebei, Shanxi, Guangdong, and Zhejiang rank high. In addition, the report points out that artificial intelligence technologies such as large models have become the core force leading the transformation of the new generation of industries. In the future, intelligent computing will experience even faster growth, driving transformation and innovation in various application scenarios and injecting new vitality into industrial development.
