The Information Office of the People's Government of Gansu Province held a press conference to announce that the 16th meeting of the Standing Committee of the 14th People's Congress of Gansu Province has voted to pass the "Regulations on the Protection of Women's Rights and Interests in Gansu Province" (hereinafter referred to as the "Regulations"), which will come into effect on August 1, 2025. Li Yue, Deputy Director of the Legal Work Committee of the Standing Committee of the Gansu Provincial People's Congress, introduced that this is a comprehensive revision of local regulations on women's rights protection in Gansu after nearly 20 years, aiming to address new issues in the field of women's rights protection in the new era and build a more complete legal protection system. The Measures for the Implementation of the Law of the People's Republic of China on the Protection of Women's Rights and Interests in Gansu Province, promulgated in 2007, have been in effect for 18 years. Li Yue pointed out at the press conference that the adoption of the "waste to establish new" approach to re formulate regulations is an urgent need to adapt to the 2022 national revision of the "Law on the Protection of Women's Rights and Interests", aiming to solve the practical problems faced by local women in Gansu in terms of protecting their personal rights and interests, gender discrimination in employment, and rural property rights and interests. With the revision of a series of laws such as the Civil Code and the Anti Domestic Violence Law, there are inconsistencies between the original implementation measures and higher-level laws, which need to be refined and supplemented through local legislation. ”Li Yue stated that the new regulations have elevated the effective experience in safeguarding women's rights and interests in Gansu to regulations, such as confirming the membership of rural women's collective economic organizations and managing high dowries, all of which are based on the actual situation in Gansu. The newly issued "Regulations" consist of 40 articles, which refine protection measures from multiple dimensions such as politics, economy, cultural education, and personal rights. For the first time, the "Regulations" make provisions for the protection of women's rights and interests in cyberspace, requiring network product service providers and personal information processors to establish complaint and reporting channels to prevent online infringement. Regarding the prevention and control of sexual harassment, it is clear that employers, public service places, and schools need to take preventive measures, such as setting up complaint channels and conducting training. At the same time, the regulations strengthen women's health services, stipulating that employers should arrange special examinations for women's gynecological and breast diseases every 1 to 2 years, and strengthen market supervision of women's hygiene products. The Regulation emphasizes the equal rights of women in the confirmation of membership in rural collective economic organizations and land contracting and management, and prohibits the infringement of women's property rights and interests on the grounds of gender. In response to the issue of high dowries that society is concerned about, the regulation clearly proposes to promote the transformation of customs and practices, and to control bad marriage customs; At the same time, we will improve the prevention of domestic violence and the resolution of marriage and family disputes mechanisms, providing women with multiple channels for legal remedies. The Regulation has opened up channels for relief when women's legitimate rights and interests are infringed upon. ”Li Yue introduced that eligible women can receive legal aid or judicial assistance, and public legal service platforms need to provide convenient services for women. It is reported that during the drafting process of the Regulation, the Standing Committee of the Gansu Provincial People's Congress conducted extensive research, conducted on-site inspections in Longnan and other places, and solicited opinions from grassroots legislative contact points, People's Congress deputies, experts and scholars.
