According to the official website of the National Health Insurance Bureau, the National Health Insurance Bureau recently screened and analyzed the medical insurance settlement data of designated retail pharmacies nationwide since April, and found that some pharmacists' names (corresponding to the same ID number) appeared in the drug expense details of several designated retail pharmacies, which may have the information of pharmacists being counterfeited or the pharmacists' "certificate hanging" violations, which not only threatened the people's drug safety and the safety of medical insurance funds, but also damaged the legitimate rights and interests of officially registered pharmacists, involving a total of 24 provinces, 23997 designated retail pharmacies, and 9563 pharmacists. To verify relevant information, ensure the safety of insured persons' medication and medical insurance funds, and safeguard the legitimate rights and interests of registered pharmacists, the National Medical Insurance Bureau requests relevant designated retail pharmacies and their pharmacists, as well as relevant regional medical insurance departments, to cooperate in carrying out the following work in a timely manner. One is to ask the relevant pharmacists to immediately conduct self-examination. If they are found to have counterfeit information or "hanging certificates" by designated retail pharmacies without their knowledge, they should collect relevant materials in a timely manner and proactively contact the local medical insurance department to explain the situation. We must strictly abide by relevant laws and regulations, professional ethics standards, practice in accordance with the law, cherish our reputation, and resolutely eliminate the behavior of "hanging certificates". The second is to request relevant designated retail pharmacies to conduct a comprehensive inspection of the staffing and job responsibilities of pharmacists in our unit. For the existing problems, practical and feasible rectification measures should be formulated, with clear responsibilities and deadlines for rectification, strengthening the dynamic maintenance of pharmacist information on the national medical insurance information service platform, standardizing pharmacist job responsibilities, and ensuring timely rectification of problems. Thirdly, please ask the relevant medical insurance departments to carefully verify the designated retail pharmacies within the pooling area where pharmacists may have been counterfeited or "licensed". Provincial medical insurance departments shall report the verification results to the National Medical Insurance Bureau before June 30, 2025. The problems found during the inspection should be classified and handled in accordance with the law and regulations. For designated retail pharmacies that have been found to have pharmacists who have been counterfeited or "licensed" or have not provided pharmaceutical services in accordance with regulations, depending on the severity of the situation, they will be given talks, a deadline for rectification, suspension of medical insurance service agreements, termination of medical insurance service agreements, etc; For those who violate relevant regulations on drug management, they shall be transferred to the drug supervision and administration department for handling; For those involved in illegal and criminal activities, they shall be transferred to judicial organs for criminal responsibility. According to the Interim Measures for the Designated Management of Medical Security in Retail Pharmacies, designated retail pharmacies should have at least one pharmacist who has obtained a licensed pharmacist qualification certificate or a professional technical qualification certificate in pharmacy, clinical pharmacy, and traditional Chinese medicine, and whose registered address is at the location of the designated retail pharmacy. Pharmacists must sign a labor contract of at least one year and ensure the provision of continuous and stable pharmaceutical services to insured individuals during the contract period. Resident pharmacists should be on duty and not registered or part-time. During business hours, pharmacists must provide pharmaceutical services to ensure the safety, rationality, and effectiveness of medication for insured persons. (New Society)
