In the face of complex situations, coordinating development and security is both an urgent task and a long-term solution. We must strengthen the assessment of potential risks, continuously strengthen legislative norms, and formulate forward-looking laws and regulations on artificial intelligence in response to the new characteristics and trends in the continuous evolution of artificial intelligence technology; We must strengthen industry supervision, implement the responsibility system for artificial intelligence security governance, clearly define the rights, obligations, and responsibility boundaries of relevant entities, establish accountability and traceability mechanisms, and form an institutional system for artificial intelligence security governance; It is necessary to maintain the necessary flexibility, pay full attention to the rapid development of technology, and ensure that the enormous energy contained in artificial intelligence always plays a role on the track of the rule of law. Security aims to prevent both endogenous and exogenous risks, ensuring that the application of artificial intelligence technology does not pose a threat to individual, organizational, social, and national security; Reliability aims to emphasize the resilience of the industrial and supply chains, ensuring their sustained and credible performance in critical areas and important scenarios; Controllable, requiring humans to always maintain leadership and intervention capabilities in the research and development, deployment, operation, and iteration of artificial intelligence technology, ensuring that technological development moves towards the good. To achieve multiple goals, it requires the joint efforts of multiple parties and systematic governance. Strengthen government leadership, establish a coordinated mechanism for artificial intelligence regulation, and leverage its role in strategic planning, rule making, and social service systems. Guide industry organizations, enterprises, educational and research institutions, online platforms, and relevant professional organizations to strengthen prudent self-discipline, carry out responsible research and innovation, and collaborate in risk prevention. Build online and offline platforms for public participation in governance, establish an artificial intelligence security governance system where everyone is responsible, accountable, and accessible, and create a nationwide governance atmosphere. At present, China is accelerating the formulation and improvement of relevant laws, regulations, policy systems, application norms, ethical standards, and building a technology monitoring, risk warning, and emergency response system. The Third Plenum of the 20th Central Committee of the Communist Party of China explicitly proposed the establishment of an artificial intelligence safety supervision system and the improvement of the development and management mechanism of generative artificial intelligence.
