Guangxi border inspection has seized over 200 types of fake documents, totaling more than 480000 copies. Police, don't move! ”On the evening of October 17, 2023, at a pier by the sea in Zhushan Village, Dongxing City, three men sneakily appeared in the darkness of the night. Three people carry fish boxes and slowly approach the fishing rafts parked on the shore along the beach. Just as they were preparing to start the engine of the fishing rig, several police officers quickly rushed out from around and captured three people. According to the preliminary work, the police officers of Dongxing Border Management Brigade of Fangchenggang Border Management Detachment captured these three suspected illegal immigrants through surveillance. After investigation, it was found that the two men were illegal immigrants, while the other was Liao, who was responsible for transporting them overseas. According to Liao's confession, he was instructed by his friend Deng to transport illegal immigrants. Deng is a villager from Zhushan Village, and this name has appeared multiple times in the sight of the police during this period. After expanding the network and digging deeper, a gang led by Deng, linked by domestic and foreign "snakeheads" and forming interest ties with overseas gambling and fraud groups, emerged. They attract and entice Chinese citizens by posting so-called "high paying overseas job postings" on various social media platforms both domestically and internationally. Deng rarely went to the scene, but remotely commanded others to drive from other places to Fangchenggang, then bypassed customs and avoided checkpoints, and gathered in some rental houses, bathing centers, abandoned buildings and other places in Dongxing City to hide, waiting for opportunities to transport recruited personnel. They illegally crossed the sea by taking speedboats, fishing rafts and other means to engage in gambling and fraud activities overseas. ”Police officer introduction. The Fangchenggang Border Management Detachment quickly established a special task force and, in conjunction with relevant departments of the Fangchenggang Public Security Bureau, conducted case investigations and uncovered clues related to five other illegal immigration gangs. From October to November 2023, the special task force successively cracked down on and dealt with 5 members of related gangs, and seized 11 people involved in illegal immigration. With multiple key members being arrested one after another, the task force found that the operation mode of these gangs has also changed: they have joined forces with maritime smuggling gangs, taking advantage of the highly integrated nature of smuggling and illegal immigration routes, allowing smuggling gangs to transport illegal immigrants in and out of the country while transporting smuggled goods. The task force changed its investigative approach, collected relevant information, and conducted research and verification. From December 2023 to June 2024, based on the analysis results, the special task force captured 22 organized transporters including Deng and 108 illegal immigrants through ambushes, ambushes, and pursuit along the line, completely dismantling these 6 organized illegal immigration gangs. Please cooperate with us to accept the investigation! ”On July 6, 2024, the special task force stopped the suspect Huang Mouguo at the Hengjiang border checkpoint, who was delivering fake passports to the "boatmen", and found one fake passport on site. Huang Mouguo confessed that he was just an intermediary, and the fake passport was purchased by him from a couple in Nanning city. The police quickly went to Nanning to organize an arrest operation. At around 1am the next day, in a village in a city in Nanning, police officers caught a woman named Peng at the pickup location agreed upon by Huang and her family. In Peng's bag, police officers found two fake passports. Two days later, the police arrested Peng's husband Huang Mourong again. After interrogation, Mr. and Mrs. Huang admitted to the crime of producing false evidence. So, where did these fake documents come from? The police found that Huang had frequent contact with Hu from Changsha, Hunan. At the end of August 2024, police officers went to Hunan for further investigation. During the observation of Hu, the police found that Hu had close contact with courier Yao and would send packages through Yao every few days. The investigator found the package sent by Hu at the courier company, opened it for inspection, and found that the 36 kilogram box was filled with fake documents. The task force immediately arrested Hu and Yao, and found the house where Hu stored fake documents. Hu's fake certificate hideout is hidden in a rental house. The police confiscated a batch of counterfeit equipment at the hideout, seized more than 400000 fake documents and more than 7000 fake seals. The fake documents cover multiple fields such as public security, health, and education, including passport pages, seafarer's certificates, birth certificates, ID cards, graduation certificates, and more than 200 other types. Subsequently, the special case team also arrested six other suspect who produced and sold fake certificates. The role of the captured raw material supplier Hu was that of a distributor. During the interrogation, the special investigation team continued to dig deeper and found that he mainly purchased semi-finished raw materials with fake certificates from Cangnan County, Wenzhou City, Zhejiang Province, and then resold them to personnel nationwide who produce and sell fake certificates. Subsequently, the task force uncovered clues pointing to five individuals, including Cai, a supplier of counterfeit documents. With the assistance of Zhejiang Wenzhou Airport Exit Entry Border Inspection Station and Cangnan County Public Security Bureau, the special case team successfully mastered the details of the suspect by using a variety of investigative methods. The main suspect Cai Mou has a criminal record of intentional injury, drug abuse and other crimes. His anti investigation consciousness is strong, and he usually moves around at night. On November 6, 2024, while Cai was riding an electric bike out, the police surrounded and arrested him. Subsequently, the police destroyed one fake certificate processing point and one fake certificate warehouse owned by Cai, and seized more than 89000 various types of documents, one large counterfeit equipment, and 75 small counterfeit equipment on site. Four suspects, including Huang, also appeared one after another. After investigation, it was found that the gang involved in the production and sale of fake documents had a tight organization and clear hierarchy, forming a huge criminal network with raw material supplier Cai as the first layer, distributor Hu as the second layer, manufacturer Peng and others as the third layer, and retailer Huang as the fourth layer, involving the production and sale of fake documents in 31 provinces (regions, municipalities) across the country. There is a lot of profit margin in the production and sale of fake certificates. Raw material supplier Cai sells blank certificates at a price of 200 to 300 yuan per copy, and after layers of price increases, retailers will eventually sell them to users of fake certificates at a price of 6500 yuan per copy. ”Police officer introduction. During the investigation and handling of the case, the special case team also carried out two national cluster network access crackdowns in combination with major special actions, pushed more than 7000 relevant clues to the public security organs in all provinces of the country, helped crack down on 38 illegal suspect, and seized more than 2000 fake seals of all kinds.
