The State Council and the Central Military Commission recently announced the "Regulations on the Protection of Important Military Industrial Facilities" (hereinafter referred to as the "Regulations"), which will come into effect on September 15, 2025. The Regulation aims to protect the safety of important military facilities, ensure the efficiency of their use and the normal conduct of military research, production and other activities, and strengthen the modernization of national defense. The Regulation consists of 7 chapters and 51 articles, mainly stipulating the following contents. One is to clarify the scope of important military facilities and the responsibilities of all parties involved. Specify the scope of important military facilities protected by law, clarify the responsibilities of relevant departments of the State Council, local people's governments, relevant military organs, and management units of important military facilities. The second is to standardize the delineation of protection zones for important military facilities. Clearly define the protection of important military facilities through the establishment of important military facility protection zones, and establish procedures and requirements for the delineation and adjustment of the scope of important military facility protection zones. The third is to clarify the protection measures for important military facilities. It is stipulated that important military facilities protection areas should adopt safety protection measures such as entry control, clarify the relevant protection requirements for the peripheral safety control range of important military facilities protection areas, and make provisions for the protection of special circumstances such as the use of important military facilities for major scientific research and experimental activities. The fourth is to strengthen the responsibilities and obligations of important military facilities management units. Clearly establish and improve the responsibility system for protection, implement full process safety management, develop emergency plans, conduct safety protection risk assessments, and clarify requirements for internal security and protection. The fifth is to strengthen the guarantee and supervision in all aspects. Clarify the need to coordinate the protection of important military facilities in the formulation of national economic and social development plans, and strengthen the supervision, inspection, and comprehensive governance responsibilities of industry regulatory departments and local governments.
