On May 26th, according to the Ministry of Commerce, eight departments including the Ministry of Commerce recently issued the "Special Action Plan for Accelerating the Development of Smart Supply Chain" (hereinafter referred to as the "Action Plan"). The Action Plan focuses on five key areas, including improving the organizational level of agricultural supply chains, promoting the intelligent development of manufacturing supply chains, enhancing the integration capability of wholesale supply chains, optimizing the supply level of retail supply chains, and promoting the reduction of logistics costs for the whole society. It proposes ten main tasks and makes forward-looking, comprehensive, and systematic deployments for the development of digital supply chains. The Action Plan clearly states that by 2030, a replicable and promotable model for the construction and development of digital supply chains will be formed, and a deeply embedded, intelligent, efficient, and independently controllable digital supply chain system will be established in important industries and key fields. About 100 leading national digital supply chain enterprises will be cultivated, and the resilience and security level of China's industrial and supply chains will be further improved. In terms of specific measures, the Action Plan focuses on five key areas, accelerating the development of the digital supply chain with a "one industry, one policy" approach. One is to enhance the organizational level of agricultural supply chain, develop smart agriculture, promote high-quality development of rural e-commerce, support the development of agricultural product supply chain service providers, and build a digital commodity market. Secondly, we will promote the intelligent development of the manufacturing supply chain, collaborate to create a number of intelligent factories and smart supply chains, implement the action plan for digital transformation of the manufacturing industry, and carry out a special action to empower new industrialization with artificial intelligence. Thirdly, enhance the integration capability of the wholesale industry supply chain, providing comprehensive services such as raw material procurement, warehousing and logistics, product marketing, supply chain finance, and recycling of renewable resources for upstream and downstream customers and industrial clusters. Fourthly, optimize the supply chain level of the retail industry, support retail enterprises to integrate omnichannel information through digital technology, accelerate the feedback speed of consumer information to brand owners and manufacturers, guide the development of "personalized customization+flexible production", and optimize the supply level of goods. Fifth, we will promote the reduction of logistics costs for the whole society, facilitate the integration of logistics with industry, trade, and consumption, promote facilities and equipment such as intelligent three-dimensional warehouses, automatic guided vehicles, and unmanned delivery vehicles, and support the integrated development of trade, port, and shipping. The Action Plan also deployed 10 major tasks to accelerate the development of the digital supply chain. Cultivate leading companies in the digital supply chain and drive collaborative transformation between upstream and downstream enterprises. Promote the digital transformation of the supply chain management service industry and facilitate deep integration and development with modern industries. Accelerate the opening up and cooperation of the digital supply chain to the outside world, and support the coordinated development with cross-border e-commerce and overseas warehousing and logistics. Build a smart supply chain control tower to achieve real-time insights, operational analysis, and intelligent response to supply chain activities. Innovate the underlying technology of intelligent supply chain and promote the commercial application of intelligent technology. Improve the technical service standard system and promote the revision of a batch of standards that meet the needs of industry and industry development. Explore the promotion of supply chain data transactions and continuously strengthen the attributes of enterprise data assets. Ensure the security of supply chain data flow and avoid information leakage. Establish a supply chain coordination and promotion mechanism to coordinate and promote the digitalization of important industrial and supply chains. Strengthen the cultivation of intelligent supply chain talents and encourage the establishment of systems for Chief Supply Chain Officer and Chief Data Officer.
