Recently, the Ministry of Public Security, the State Internet Information Office, the Ministry of Civil Affairs, the Ministry of Culture and Tourism, the National Health Commission, the State Administration of Radio and Television and other six departments jointly announced the Administrative Measures for Public Service of National Network Identity Authentication (hereinafter referred to as the Administrative Measures), which will come into force on July 15, 2025. In order to implement the trusted digital identity strategy, promote the construction of national network identity authentication public services, protect the security of citizens' identity information, and support the healthy and orderly development of the digital economy, relevant departments of the country have formulated this "Management Measures" in accordance with laws and regulations such as the Cybersecurity Law, the Data Security Law, the Personal Information Protection Law, the Anti Telecommunications Network Fraud Law, and the Law on the Protection of Minors. The "Management Measures" consist of 16 articles, mainly stipulating four aspects: first, clarifying the concept and application methods of national network identity authentication public services, network numbers, and network certificates; Secondly, the effectiveness and application scenarios of using national network identity authentication public services have been clarified; Third, it emphasized the responsibility of the national network identity authentication public service platform and Internet platform for data security and personal information protection; The fourth is to make special provisions for minors to apply for and use national network identity authentication public services. The Administrative Measures define the principle of voluntary use of network numbers and network certificates, encourage relevant competent departments, key industries and Internet platforms to promote the application of network numbers and network certificates according to the principle of users' voluntariness, but at the same time retain and provide existing or other legal ways to register and verify identity. Internet platforms are encouraged to access national network identity authentication public services, but users who do not use network numbers and network cards should be guaranteed the same service as users who use network numbers and network cards. At present, the national network identity authentication public service platform has been put into operation. Users can apply for and use network numbers and network cards through the national network identity authentication APP, so as to register and verify the real identity information in the Internet service, relevant departments and industry management in non clear text, reduce the collection and retention of personal information in relevant service management links, realize the "availability and invisibility" of citizen identity information, and reduce the investment cost of the Internet platform in personal information protection.
