The 8th session of the Conference of States Parties to the 1970 UNESCO Convention on the Means of Prohibiting and Preventing the Illegal Import, Export and Transfer of Ownership of Cultural Property (referred to as the Convention) opened in Paris on the 19th, and China was elected as the President of this session of the Conference of States Parties. This is the first time that China has been elected as the President of the Conference of the Parties to the Convention. The main responsibilities of the Conference of States Parties to the 1970 UNESCO Convention include formulating strategic directions and guiding the implementation of the Convention; Take necessary measures to promote the achievement of the objectives of the Convention; Supervise the implementation of the Convention and review the reports of the contracting parties; Develop and submit recommendations and guidelines to promote the implementation of the Convention, etc. Yang Xinyu, the Chinese Ambassador to UNESCO, assumed the role of President and presided over the conference, leading and coordinating its work to ensure the efficient and orderly conduct of the conference and the achievement of expected goals. According to Yang Xinyu, China ratified the Convention in 1989. Since then, China has actively practiced the spirit of the Convention and taken a series of measures domestically to prevent and combat the illegal import and export of cultural property and the illegal transfer of ownership. It has also continuously improved the domestic legal and regulatory system for cultural relics protection, aligning it with the principles and requirements of the Convention. Yang Xinyu stated that China actively participates in international cooperation to combat illegal trafficking of cultural property, has signed intergovernmental agreements with multiple countries to prevent the illegal import and export of cultural relics, and actively participates in relevant activities under the framework of UNESCO. The 1970 UNESCO Convention is the most important multilateral mechanism in the field of combating illegal trafficking in cultural property and recovering lost cultural relics, with 147 contracting parties currently.
