The level of cultural services and cultural product supply directly affects the degree of realization of common prosperity in people's spiritual life. The Third Plenary Session of the 20th Central Committee of the Communist Party of China has made an important deployment of "optimizing the mechanism for cultural services and cultural product supply", pointing out the direction for cultural construction in the new era; At the same time, a series of measures were proposed to improve the public cultural service system, establish a mechanism for high-quality cultural resources to reach grassroots levels, and improve the mechanism for social forces to participate in public cultural services, providing a framework guidance for public cultural services. Currently, China's public cultural services have shifted from "whether they are available" to "whether they are good or not". Various regions are actively exploring innovative paths to promote the high-quality development of public cultural services and paint a colorful new picture of cultural development. With the development of the economy and society and the improvement of people's living standards, the cultural needs of the masses are increasingly showing personalized, diversified, and quality-oriented characteristics. Therefore, it is urgent for public cultural services to shift from a "supply led" approach to a "demand driven" one, in order to achieve precise supply of cultural resources. Firstly, we need to shift the traditional supply concept from "government serving dishes and public dining" to a demand driven model of "public ordering and government side dishes". Establish a normalized cultural demand research mechanism, and accurately grasp the cultural needs of different regions and groups through questionnaire surveys, discussions, visits, and other methods. The "Cultural Needs Map" survey conducted in Chaoyang District, Beijing, conducts a detailed analysis of the cultural needs of community populations and provides scientific basis for resource allocation. Secondly, optimize the structure of cultural supply, and plan and design personalized and customized cultural products and services based on the characteristics of different groups' needs. The "Citizen Art Night School" in Shanghai adopts a "demand-oriented+professional development" model, carefully designing art courses suitable for different age groups and cultural backgrounds, and has won widespread praise from citizens. In addition, empowering precise supply with technology. Using technologies such as big data and artificial intelligence to solve difficult problems in public cultural services and improve service accuracy and effectiveness. Through the "City Brain · Cultural Benefit for the People" scenario, Hangzhou city uses big data to analyze citizens' cultural needs, dynamically adjusts the opening hours of public cultural venues, and launches a "one click reservation" system, with a reservation utilization rate of over 90%, greatly improving service convenience. Currently, there is still an issue of uneven distribution of cultural resources between urban and rural areas, regions, and different groups. Therefore, it is urgent to establish a mechanism for high-quality cultural resources to reach the grassroots level and connect the "last mile" of sinking. Establish a sound cultural resource distribution system, build a multi-level linkage mechanism from the national, provincial, municipal, and county levels to townships and villages (communities), and form a cultural resource transmission network that is interconnected and horizontally linked. Inner Mongolia has upgraded its "Ulan Muqi+" mobile service, connecting enthusiasts from all over the country and even the world who love Ulan Muqi, with an average of over 10000 services per year. Innovate ways to sink cultural resources and explore more flexible and efficient resource sharing mechanisms. The Henan Province "Yu Opera Theater Alliance" has integrated 18 municipal level Yu Opera theater troupes to form an alliance, sharing script creation, stage design, and performance channels. Establish a sound mechanism for the government to purchase public cultural services, and entrust some public cultural service projects to social organizations through project bidding, targeted commissioning, and other methods. Shanghai supports social organizations to host the "Social Art Education Classroom", while Yunnan Province is building a digital platform called "Cultural Cloud" to form an ecosystem of "co construction and sharing by the whole people". Encourage cultural volunteer services and leverage the positive role of professional talents in public cultural services. Xiamen City, Fujian Province provides rent free venues and entrepreneurial mentors to support young teams in developing new formats such as Minnan dialect talk shows and Nanyang style script killing. The annual revenue of incubation projects exceeds 50 million yuan. Innovative cultural financial services provide financial support for the participation of social forces. Hainan is exploring the establishment of the first "cultural bank" in the country, and Jiangsu Province has set up a 1 billion yuan cultural special fund. These financial innovations have effectively alleviated the financial pressure of social participation. Optimizing the supply mechanism of cultural services and cultural products is a systematic project that requires overall planning and coordinated promotion. To handle the relationship between the government and the market well, we should not only give full play to the leading role of the government in public cultural services, but also fully mobilize the enthusiasm of the market and social forces, and form a diversified supply pattern; To handle the relationship between tradition and modernity well, we should not only inherit and promote excellent traditional Chinese culture, but also actively absorb the achievements of modern civilization, promote the creative transformation and innovative development of excellent traditional culture. Currently, China's cultural construction is in an important stage of upholding integrity and innovation. All regions should further emancipate their minds, seek truth from facts, innovate institutional mechanisms in combination with reality, optimize resource allocation, improve service quality, and continuously meet the growing spiritual and cultural needs of the people.
