This marks the practical stage of China's innovative model of linking individual carbon accounts with the financial credit system. The core breakthrough of Wuhan's carbon inclusive system lies in the construction of a complete closed loop of "behavior recording emission reduction quantification value transformation". What is carbon inclusive? This is an innovative mechanism that provides inclusive incentives for individuals' low-carbon behavior through market mechanisms. The public's green emission reduction behavior can be quantified and recorded on the Internet digital platform. Through the carbon inclusive platform, governments and enterprises can give incentives to the public's emission reduction behavior. According to media reports, since the launch of the "Wu Carbon Jianghu" mini program in June 2023, Wuhan has built a low-carbon living incentive system covering 1.5 million people through the "carbon account" mechanism. Citizens have accumulated carbon emission reductions through more than ten low-carbon behaviors such as public transportation (78.4 grams per kilometer of subway) and cycling (93.3 grams per kilometer). These data are uploaded in real-time to the unified management backend through commonly used social media platforms, and are verified and stored using blockchain technology. Compared to the early model of only redeeming shopping vouchers, in March 2025, the cooperation with a certain bank achieved a key leap - the exchange standard of 1000 grams of emission reduction=2 yuan interest red envelope, which transformed abstract environmental protection behavior into concrete economic benefits. The innovation of Wuhan's "carbon account" is essentially the translation of ecological civilization construction into operational market economy language. Data shows that commuters can accumulate 40000 to 50000 grams of emission reductions per month, equivalent to an interest deduction of 80 to 100 yuan. Although the amount is limited, the sense of gain from "daily accumulation steps" far exceeds the material value itself. At present, multiple provinces and cities have released relevant documents on carbon inclusive systems and carried out diverse and distinctive exploratory practices. For example, Shanghai has released the "Management Standards for Shanghai Carbon Inclusive Carbon Points Mall (Trial)", which is the first document in China specifically guiding carbon point malls, regulating entry qualifications and product access. For a long time, individual participation in environmental protection has remained at the level of moral advocacy, lacking systematic, mandatory, and rewarding institutional design, resulting in a clear "knowledge action gap" between public behavior and environmental goals. When cycling commuting is seen as a way to make money, and when garbage classification is transformed into a carbon asset, environmental protection becomes an economically rational choice within reach. This cognitive shift has profound significance for cultivating public environmental awareness and laying a mass foundation for achieving the "3060" dual carbon target. Of course, the long-term effectiveness of incentive mechanisms remains to be observed. The current exchange standard of deducting 2 yuan of interest from 1000 grams of emission reduction is equivalent to generating only 0.5 yuan of income from daily commuting emissions reduction. Whether this incentive intensity can continue to stimulate public enthusiasm remains to be verified. At the same time, carbon accounts require real-time collection of sensitive data such as personal travel trajectories, consumption records, energy usage, etc. How to balance public interests and privacy protection also needs to be considered more thoroughly in practice. In addition, to truly achieve the full circulation of environmental rights and interests, it is necessary to break down institutional barriers in sectors such as environmental protection, finance, transportation, and housing construction. Such deep level institutional innovation still needs to be further promoted through top-level design.
