Under the agreement of Li Jiachao and Fahd, the Hong Kong Investment Promotion Agency and the Hong Kong Trade Development Council respectively signed memorandums of cooperation with the scientific side. A statement from the Chief Executive's Office said that the Hong Kong Investment Promotion Agency has signed a memorandum of understanding with the Kuwaiti government to promote investment cooperation, strengthen cooperation between Hong Kong and Kuwait in investment promotion, and develop a cooperation framework to promote closer bilateral investment and trade relations between Hong Kong and Kuwait. The Hong Kong Trade Development Council and the Kuwait Direct Investment Promotion Council have signed a memorandum of cooperation to promote economic, trade and investment exchanges between the two places, create more business opportunities, and leverage Hong Kong's role as a "super liaison" and "super value-added person". Li Jiachao stated that Kuwait is the first Gulf Cooperation Council (GCC) country to sign both the Investment Promotion and Protection Agreement and the Comprehensive Double Taxation Avoidance Agreement with Hong Kong, which has established a good framework and foundation for economic and trade cooperation between the two regions. He said that Kuwait has actively developed a diversified economy in recent years, put forward the "2035 National Vision" to promote digital transformation, and build regional and international financial and trade centers. Hong Kong is an international center for finance, shipping, and trade, with world-class professional services. It has broad cooperation opportunities with Kuwait in finance, investment, digital economy, innovative technology, and other areas.
