With the rapid development of the digital economy, the online live streaming industry has become an important carrier for cultural consumption, e-commerce economy, and social interaction in China. While the industry is rapidly expanding, problems such as false advertising, exaggerated efficacy, and induced irrational consumption are gradually being exposed Pi Jianlong, a member of the National Committee of the Chinese People's Political Consultative Conference and director of Beijing Jintai Law Firm, believes that there needs to be clear legal constraints and prohibitions on behaviors such as inducing tipping and data fraud. He suggested promoting the special legislation of the "Regulations on the Administration of the Online Live Streaming Industry", refining the norms of anchor behavior, platform responsibility list, and user rights protection clauses, and clarifying the boundaries of anchor behavior. At the same time, establish a hierarchical and classified management system, formulate differentiated management standards according to different content types such as entertainment, e-commerce, and education, and implement pre audit and qualification filing for high-risk areas such as finance and healthcare. In Pi Jianlong's view, strengthening the platform's main responsibility and building a full chain supervision are equally crucial. To strengthen the platform's audit obligations, it is required that the platform adopt a "manual+AI" dual audit mechanism, monitor live content in real time, and implement a "circuit breaker" mechanism for illegal accounts. A cooling off period should also be established for live streaming tipping users, with a daily tipping limit set. For tips exceeding 500 yuan per transaction or accumulated over 2000 yuan per day, a 24-hour delayed payment mechanism should be triggered, allowing users to withdraw unconditionally. We need to strengthen the protection of minors and build a strong safety line Pi Jianlong suggests implementing dual verification of "facial recognition+real name authentication", prohibiting tipping and recharging for underage accounts, and allowing guardians to easily activate "youth mode" to block high-risk content.
