Adapt to the new situation and enhance the level of regional coordinated development

Regional coordinated development is a key support for high-quality development, an inherent requirement for achieving common prosperity, and an part of advancing Chinese-style modernization. Since the 18th National Congress of the Communist Party of China, the Party Central Committee, with Comrade Xiping at its core, has placed great importance on coordinating regional development, and has been enriching and improving the concept, strategy, and policy system for coordinating regional development which has significantly enhanced the coordination and balance of China's regional development. The Central Economic Work Conference proposed to "give full play to the superposition effect of regional development strategy, major regional strategies, and the strategy of main functional zones, actively foster new growth poles" and to "enhance the innovation capability and radiation-driven of economically advantaged regions". In the "15th Five-Year Plan" period, promoting regional coordinated development faces new situations and new requirements, and we to plan in advance and accelerate efforts to form a regional economic layout with distinct main functions, complementary advantages, and high-quality development, and to push regional coordinated development a higher level.
Regional coordinated development does not simply require that all regions reach the same level of economic development, but rather guides urbanized areas, major product production areas, key ecological function zones, and regions rich in energy and resources to find their proper positions in the overall national development, fully play their own comparative advantages and form a benign competitive and cooperative development pattern in which different regions complement each other's strengths and have a reasonable division of labor. The purpose of promoting regional coordinated is to solve regional development imbalance problems with development methods and to achieve common development of all regions. Therefore, the implementation of regional strategies and policies needs to better balance goals of coordinated development within and outside the region. On the premise of fully playing the decisive role of the market in the allocation of resources, we should better play the of the government in aspects such as infrastructure construction, basic public services allocation, people's livelihood security, and the layout of innovation and opening-up platforms, and improve the level of labor element allocation.
