2025-03-13

The just-ended winter vacation saw a number of libraries become new destinations for many parents and children. Public libraries in many cities have been visited a wave after wave of "student troops", who either buried themselves in homework or immersed themselves in books to "recharge" for the new term. Some parents as part of the "accompanying study group", have also become the main force of "soaking in the library", and scenes of parent- learning together can be seen everywhere in the library, with a strong sense of learning atmosphere.

In fact, not only libraries, but also cultural centers, youth and other cultural venues have become good places for people to go. It's not just during the holidays, but also on weekdays that these places are full of. The popularity of libraries, the popularity of self-study rooms and so on reflect people's current desire and pursuit for knowledge, and also highlight the importance and of accelerating the construction of learning-oriented cities.

With the continuous development of the economy and society, people’s spiritual and cultural needs are increasing, and many people consciously choose gain inner satisfaction and self-growth through continuous learning. The rapid development of technology and the accelerated renewal of knowledge, the continuous emergence of new technologies and new knowledge people more keenly feel that only by continuous learning can they keep up with the pace of the times and deal with various challenges calmly. In reality, the continuous of public venues such as physical bookstores, libraries, museums, and cultural centers and the continuous improvement of related public cultural services also encourage and help people to strengthen the of learning until old and living until old, gradually develop the habit of lifelong learning, and further push up people's expectations for the construction of learning cities.
The construction of learning cities can achieve the organic integration and mutual promotion of people's all-round development and the high-quality development of cities, which is a move to foster the talent and intellectual foundation for urban development. In recent years, the country and local governments have introduced a series of policies and measures for the construction of cities. Recently, the Central Committee of the Communist Party of China and the State Council issued the "Outline of the Construction Plan for an Education Power (204-2035)", which once again emphasizes "strengthening the sharing of educational resources and the construction of public service platforms, building learning cities learning communities". Centering on the strategic goal of building an education power and a learning society by 2035, the construction of higher level and higher learning cities needs to consolidate the position of lifelong education, provide equitable lifelong learning opportunities, actively use digital empowerment, innovate carriers, and form an intelligent and lifelong learning environment.
The planning and advancement of learning cities cannot be separated from the concerted efforts of government oversight, departmental collaboration, and participation. City administrators should incorporate the construction of learning cities into the long-term urban development plan, plan and promote lifelong learning with a longer-term vision, and an environment and conditions for "learning for all, learning at all times, and learning everywhere." Continuously increase investment in public cultural and educational facilities, improve the education work system, build libraries, cultural centers, science and technology centers, museums, and youth palaces well, improve the level and coverage of public facilities services and provide people with more high-quality learning places. Introduce preferential policies such as financial support, tax reduction and exemption, and land use guarantee to guide and more social forces to participate in the construction of learning cities, enrich the supply of public education resources, and form a diversified cultural service supply system. At present,12 cities in China have joined the Global Learning City Network, and have formed their own characteristics and accumulated valuable experience in the process of development.
The construction learning cities, and the continuous expansion of high-quality resource supply is an important foundation. Cities are the key to transforming the right to education for residents of all ages concrete reality. Lifelong learning covers all kinds of groups such as adolescents, the elderly, and new employment workers, which requires us to coordinate community education, vocational, elderly education, and continuing education as a whole, to provide more precise and high-quality learning services for different objects with the goal of full coverage of the population for example, to provide professional education and training for migrant workers, to provide education services such as parent-child, health, and science popularization for community residents, to provide education services such as digital life skills and calligraphy and painting art for the elderly, to better meet people's learning needs and to help everyone their dreams.
In terms of expanding the supply of public learning resources, public service entities such as bookstores, libraries, museums, cultural centers not only have the resource conditions to serve the public and disseminate knowledge but also have the professional advantages to carry out various educational activities. They can actively expand service functions, innovate forms of cultural activities, attract the participation of the general public, and enhance the public's comprehensive quality. For example, Shanghai fully explores history resources and launches the citizen lifelong learning humanistic project, which has developed more than 300 types of theme learning routes and attracted more than 1 million to participate every year. In addition, schools, enterprises, and other entities can also give full play to their own advantages and integrate into the pattern of co-construction sharing. Primary, middle, and high schools can open their school libraries, public classrooms, laboratories, etc. according to their own conditions, and set up "night" and "self-study rooms" for the public to provide inclusive educational service products. Enterprises can carry out vocational skills training, professional knowledge lectures, other activities according to their own business and technical capabilities, to help citizens improve their vocational skills.
At present, artificial intelligence, big data, mobile internet and other digital technologies are developing rapidly, profoundly changing the way of cultural production and knowledge dissemination. We should rely on digital technology empowerment to build a digital base for cities, strengthen the sharing of educational resources and the construction of public service platforms. We can rely on big data, mobile internet and other technologies to build an integrated lifelong platform online and offline, develop lifelong education digital application scenarios, and meet the diversified and personalized learning needs of citizens. Utilizing digital technology, we can open online, online courses, and other activities, promote new learning methods such as online learning, mobile learning, and experiential learning, and improve the convenience and flexibility of, making it convenient for citizens to "learn everywhere and at all times". In addition, we should innovate and develop artificial intelligence-assisted learning products to improve efficiency and effectiveness, help citizens, especially the elderly, bridge the digital divide, and make public educational resources more equitable for the public
