In terms of industrial agglomeration development, Guangdong will promote the research and application of industrial models through financial support, select 10 benchmark cases annually, and give a maximum reward of 8 million yuan. At the same time, relying on industry associations and other organizations to promote the integration of the industrial chain and form a collaborative development of industrial clusters. The market-oriented allocation of data elements is one of the policy priorities. The Guangzhou and Shenzhen data exchanges will be developed into national level data trading platforms, and Guangdong will also carry out the "Data Element X" action to build a data element aggregation and development zone and activate the value of data resources. To improve the innovation ecosystem, Guangdong will support the construction of open source communities and ecological centers, and provide preferential funding for 5 platforms each year, with a maximum operating subsidy of 8 million yuan. At the same time, an artificial intelligence and robotics industry fund will be established, with a focus on early-stage projects and hard technology fields, and a fault-tolerant mechanism for due diligence and exemption will be established to encourage long-term capital investment. In terms of talent strategy, Guangdong will introduce innovative leading talents and young top talents, support universities to strengthen the construction of related disciplines, and encourage local governments to introduce special talent policies.
