The Hong Kong Education Bureau gradually relaxes the quota for self financing institutions to admit mainland students

The Education Bureau of the Hong Kong Special Administrative Region Government announced on the 26th that it has obtained the approval of the Ministry of Education to gradually relax the quota of mainland students admitted to the six self financing institutions that have been approved to enroll mainland students in degree courses, and approved the relevant institutions to recruit students from all provinces (regions, municipalities) across the country. These six institutions are the Metropolitan University of Hong Kong, Shue Yan University, Hang Seng University, Zhuhai College, Tung Wah College, and the Hong Kong Institute of Higher Education Technology under the Vocational Training Council. Director of the Education Bureau, Cai Ruolian, thanks the Ministry of Education for supporting the expansion and improvement of self financing tertiary institutions. She stated that this relaxation of arrangements will make good use of the flexible and diverse advantages of Hong Kong's self financing sector, cultivate talents, and support the high-quality development of the country. It is reported that starting from the 2025/226 academic year, the quota for the number of mainland, Macau, and Taiwan students enrolled in full-time locally accredited self financed sub degree and bachelor's degree (including bridging degree) programs of relevant institutions will be gradually increased to 40% in stages based on the principle of gradual progress and the current usage of quotas by relevant institutions. The Education Bureau will require relevant institutions to submit reports on their enrollment arrangements, student support services, and other related matters and data, in order to formulate applicable quotas for each institution. Cai Ruolian stated that the Education Bureau will continue to work together with various institutions in Hong Kong to attract more students from different places and build Hong Kong into an international hub for high-end talent.
