The Northeast region has a solid foundation for developing new quality productive forces. The Northeast region includes Liaoning Province, Jilin Province, Heilongjiang Province, and five leagues and cities in the eastern part of Inner Mongolia Autonomous Region, with a land area of 1.45 million square kilometers and a population of about 110 million. It is an important industrial base and major grain producing area in China, gathering various regional characteristics such as science and education intensive, industrial characteristic, energy dependent, grain supply oriented, and national defense border oriented. In recent years, traditional industries in Northeast China have accelerated their transformation and upgrading, emerging industries have flourished, and technological innovation capabilities have continuously improved, laying a solid foundation for accelerating the development of new quality productivity in Northeast China. In the industrial field, the traditional manufacturing industry in Northeast China is actively undergoing digital and intelligent transformation, moving towards high-end and refined development. For example, the automobile industry base in Changchun has improved production efficiency and product quality by introducing advanced intelligent manufacturing technology; Through technological innovation, petrochemical enterprises in Daqing have extended their industrial chain and produced more high-performance new chemical materials, meeting the market's demand for high-end chemical products. In terms of agriculture, the Northeast region fully leverages its advantages in agricultural resources and accelerates the process of agricultural modernization. For example, through the large-scale promotion and application of advanced technologies such as agricultural Internet of Things, precision irrigation, and drone crop protection, agricultural production efficiency has been significantly improved. Emerging industries are flourishing. The industries of new energy, biomedicine, artificial intelligence, and big data have become important engines for the development of new quality productivity in Northeast China. The Northeast region fully utilizes abundant wind and solar energy resources, vigorously develops wind and photovoltaic industries, not only provides clean energy for the region, but also drives the development of related equipment manufacturing industries, forming a complete industrial chain; Changchun, Shenyang and other cities actively cultivate biopharmaceutical enterprises, increase investment in biopharmaceutical research and development, and have achieved a series of innovative results in the fields of biopharmaceuticals, medical devices, etc; Harbin, Dalian, Chifeng and other cities are actively building artificial intelligence industrial parks, attracting numerous technology companies to settle in. These enterprises have carried out innovative applications in fields such as intelligent transportation, intelligent manufacturing, and smart healthcare, injecting new vitality into the economic development of Northeast China. The ability of technological innovation is constantly improving. The Northeast region has numerous universities and research institutions, providing strong intellectual support for the development of new quality productivity. For example, universities such as Jilin University and Harbin Institute of Technology cooperate with enterprises to jointly carry out key technology research and development, and apply scientific research results to practical production. The government continues to increase investment in technological innovation, establish special funds for technological innovation, support enterprises in carrying out technological innovation and research and development activities, establish research and development centers, and improve independent innovation capabilities. The construction of technology innovation platforms is constantly improving, and various technology enterprise incubators and accelerators are emerging like mushrooms after rain, providing a favorable development environment for technology innovation enterprises. 2. The challenges faced by accelerating the development of new quality productive forces in Northeast China are significant historical opportunities for the revitalization of Northeast China. The incubation and development of new quality productive forces provide the basic conditions for the development of new quality productive forces in Northeast China. However, at the same time, the Northeast region still faces a series of challenges in research and development investment, technology transfer, and collaborative development, which directly affect and constrain the formation and development of new quality productivity in the region. Insufficient R&D funding and low conversion rate of scientific and technological achievements. The total R&D investment in the three provinces of Northeast China in 2023 is 111.59 billion yuan, which is only 26.5% of the R&D investment in Jiangsu Province; The R&D investment intensity is around 1.74%, which is only equivalent to 65% of the national average level. At the same time, the conversion rate of scientific and technological achievements in Northeast China is not high. The 2021 China Patent Survey Report shows that the effective conversion rate of patent achievements in universities in Liaoning Province is only about 10%. Although universities have abundant innovative achievements, the quality and conversion rate are relatively low. Only 12 universities in Heilongjiang Province have technology transfer institutions, accounting for only 15.3% of the total. The investment in research and development funds and the transformation of scientific and technological achievements in the Northeast region constrain the formation and development of new quality productivity. The advantage of "chain length" of central enterprises in Northeast China is not fully utilized, and the overall synergy in Northeast China is not strong. According to relevant research data, the proportion of cooperative projects between central enterprises and local enterprises in Northeast China to the total number of central enterprise projects is relatively low. Taking Harbin as an example, in the first half of 2024, a total of 111 central enterprises stationed in Harbin cooperated with local supporting enterprises, with a supporting amount of about 2.37 billion yuan. Compared with mature central local cooperation models in other regions, the driving effect on the local industrial chain is not significant. From the business transaction data of upstream and downstream enterprises in the industrial chain, there is still a problem of insufficient business support and driving from central enterprises to local upstream and downstream enterprises. Taking the automobile manufacturing industry chain as an example, the proportion of local procurement in the procurement of parts by central enterprises in Northeast China is only about 40%, and a large number of parts need to be purchased from other regions. This reflects that as "chain leaders", central enterprises still have a lot of room for improvement in promoting the coordinated development of upstream and downstream enterprises in the local industrial chain. The number of innovative enterprises and the concentration of innovative talents in Northeast China are relatively low, and the cultivation and leadership of innovation ecology are lagging behind. For example, the number of national high-tech enterprises in Northeast China accounts for less than 5% of the country's total, which does not match the industrial foundation of Northeast China. The role of chain length enterprises in building an innovation ecosystem and attracting innovation resources has not been fully reflected. In addition, in recent years, there has been a serious loss of high-end talents in the Northeast region. There is still significant room for improvement in policy coordination, industry coordination, and innovation coordination, especially in the extension of the industrial chain and integration between industries. There is a lack of effective connection and cooperation, and an industrial cluster effect and economies of scale have not yet been formed. The overall synergy for the comprehensive revitalization of Northeast China is not strong. 3. Measures to Support the Accelerated Development of New Quality Productivity in Northeast China in the New Era. To support the accelerated development of new quality productivity in Northeast China in the new era, efforts should be made to accelerate the construction of a modern industrial system, coordinate the transformation and upgrading of traditional industries and the cultivation and growth of strategic emerging industries, strengthen the deep integration of scientific and technological innovation and industrial innovation, enhance policy supply, transform the "key variables" of scientific and technological innovation into "strong increments" for comprehensive revitalization, and achieve the transformation from strong science and technology to strong industry and economy. Build a technological innovation platform that supports industrial revitalization. We should focus on key areas and advantageous industries such as high-end equipment, new materials, new energy, biopharmaceuticals, modern agriculture, and ice and snow economy in the Northeast region. Build an interconnected technology trading service platform, encourage various social entities such as universities and research institutes to establish specialized technology transfer institutions, and carry out online and offline technology transfer and transformation services based on enterprise technology needs. Enhance the capability of technology finance services, comprehensively leverage the role of a technology investment and financing system that combines various methods such as technology credit, equity investment, debt financing, and intellectual property pledge, fully leverage the role of government guided funds in technology entrepreneurship investment, and comprehensively improve the ability to serve the transformation and landing of high-tech achievements to generate enterprises and industries. Strengthen the supply of special preferential talent policies. Human beings are the most active and decisive factor in productivity. Improve and implement more favorable policy measures, and vigorously support young scientific and technological talents to undertake various key research and development projects. Strengthen the use of local scientific and technological talents, encourage various units to rely on industrial projects to introduce urgently needed and scarce high-level scientific and technological talents and teams through joint research and development, project consulting, technical consultation, and other methods. Deepen the reform of empowering ownership of scientific and technological achievements in Northeast China. The development of new quality productive forces requires institutional and mechanical guarantees. At present, universities and research institutes in Northeast China still face the problem of "having rights but no motivation" and "having motivation but no rights" in the transformation of job-related scientific and technological achievements. We should take the lead in promoting the reform of granting ownership or long-term use rights of scientific and technological achievements to researchers in the Northeast region, and partially or even fully empower researchers to achieve the transfer of scientific and technological achievements from units to individuals. To maximize the autonomy of personnel management, income distribution, technical route decision-making and fund management, disposal and use of scientific and technological achievements, and procurement of scientific research instruments and equipment to universities and research institutes, summarize and promote the practices of pilot units for distribution policy reform guided by increasing knowledge value, so that universities and research institutes have more autonomy in personnel selection, scientific research projects, achievement disposal, professional title evaluation, salary distribution, etc., and make efforts to optimize the innovation and entrepreneurship environment for scientific researchers.
