Greater Bay Area linkage helps Hong Kong achieve its first "ship to ship" refueling of liquefied natural gas

On the 14th, Kunlun Energy Co., Ltd., controlled by China Petroleum Corporation, refueled 2200 tons of ultra-low temperature liquefied natural gas for a dual fuel container ship in Hong Kong waters. This is the first "ship to ship" offshore liquefied natural gas refueling operation in Hong Kong. The ship "Star Sea Blue Stone" set sail from Busan, South Korea, via Qingdao, Shanghai, Ningbo and other places, and its final destination was Istanbul, Türkiye. This refueling in Hong Kong can meet the full fuel demand of the vessel. The reporter learned that this annotation is also a concrete manifestation of mutually beneficial cooperation and common development in the Guangdong Hong Kong Macao Greater Bay Area. The vessel, gas source, and personnel conducting the refueling operation this time are all from Shenzhen. To achieve this refueling, the Hong Kong SAR government, Shenzhen municipal government, and China Petroleum have worked together to overcome differences in laws, regulations, industry norms, administrative licensing, and other aspects. This has not only achieved "hard connectivity" in ship logistics, but also promoted "soft connectivity" in institutional mechanisms. Kunlun Energy Chairman Fu Bin stated that this refueling operation is not only a milestone in helping the Guangdong Hong Kong Macao Greater Bay Area build an international shipping hub and promoting the green transformation of Hong Kong's shipping industry, but also an important measure to actively respond to the national "dual carbon" strategy and support Hong Kong in building a green marine fuel refueling center. It is reported that compared with traditional marine fuel, liquefied natural gas can achieve "zero emissions" of particulate matter and sulfides, while reducing 85% of nitrogen oxide emissions, with advantages such as green, environmental protection, energy conservation, and safety. Chen Meibao, Secretary for Transport and Logistics of the Hong Kong Special Administrative Region Government, stated that the government released the "Action Plan for Green Marine Fuel Refueling" in November last year, responding to the market's demand for fuel growth. Hong Kong and Shenzhen have cooperated to complete this refueling operation, reflecting the complementary advantages of ports in the Guangdong Hong Kong Macao Greater Bay Area.
