The Opinion clarifies that if public officials within the management scope of centrally administered universities are suspected of committing crimes while on duty, the disciplinary inspection and supervision institutions of centrally administered universities and local disciplinary inspection and supervision commissions shall jointly investigate and examine their suspected violations of discipline, illegal duties, and crimes. For those who intend to conduct joint review and investigation, in principle, the disciplinary inspection and supervision institutions of the centrally managed universities should have already preliminarily verified or filed for review and investigation, and have obtained some facts and evidence related to the suspected duty crimes of relevant public officials. Regarding the establishment of the joint review and investigation team, the "Opinions" point out that the joint review and investigation team is mainly composed of local disciplinary inspection and supervision commissions, with representatives from the disciplinary inspection and supervision agencies of the central universities participating.
