According to the Guangzhou Civil Affairs Bureau, recently, the bureau, together with 21 departments including the Financial Committee Office of the Guangzhou Municipal Committee of the Communist Party of China and the Guangzhou Spiritual Civilization Construction Office, jointly issued the "Implementation Plan for Strengthening the Foundation and Improving the Quality of Rural Elderly Care Services" (Suimin [2024] No. 114), marking the official launch of the "13334" rural elderly care service plan in Guangzhou. This plan aims to address the challenges of population aging, improve the level of rural elderly care services, and meet the diverse needs of elderly people in rural areas. The plan focuses on the practical needs of rural areas and highlights the prominent demand for elderly care in rural areas. It proposes a series of specific measures from four aspects to further improve the three-level elderly care service network in rural areas, including districts, streets, towns, and communities (villages). Among them, "one center" refers to focusing on the prominent needs of rural elderly care, and through party building guidance, optimizing facility layout, innovative development models and other means, accurately meeting the needs of rural elderly people in disabled care, meal assistance, visitation care, medical and health care integration, and other aspects. In terms of revitalizing rural elderly care service resources, the plan proposes "three supports". One is to support the excavation and utilization of idle resources, such as farmers' houses and idle rural collective land and houses, to build elderly care service facilities and carry out inclusive and mutual assistance elderly care services. The second is to support the rational use of collective income, and villages with conditions can use collective operating income to develop elderly care services. The third is to support financial assistance for the elderly, encourage financial institutions to actively participate in rural elderly care services, explore financing models such as "whole village credit", and provide financial support for rural elderly care services. In order to upgrade rural elderly care service facilities, the plan has created a "three-level center". Including district level care centers for disabled elderly people, regional elderly care service centers, and rural characteristic health centers (stations), to meet the diverse elderly care service needs of rural elderly people. These centers will provide comprehensive functions including full day care, daycare, meal assistance, and home services, and provide professional guidance and elderly care services to surrounding elderly care service stations and home-based elderly people. In terms of improving the quality and efficiency of rural elderly care services, the plan has optimized the "three services". Including "multi style" meal assistance and catering services, exploring multiple service models based on the living and dining needs of the elderly; Customized home-based aging friendly renovation services, providing aging friendly renovations and elderly product configurations based on the characteristics of rural residences; The "door-to-door" neighborhood mutual aid elderly care service relies on the Yikang Center (station) to build a rural neighborhood mutual aid support network and carry out mutual aid and assistance activities such as daily care. To ensure the guarantee of rural elderly care services, the plan proposes "four adherences". Including adhering to the principle of "party building+rural elderly care", relying on village level party organizations to implement government provided elderly care service resources; Adhere to the coordinated efforts of social forces and support the participation of social capital in the operation and management of rural elderly care service facilities; Persist in strengthening the construction of talent team, improving the salary and benefits of service personnel, and encouraging participation in vocational skills training; Persist in deepening the integration of medical care, health care, and elderly care, support the inclusion of eligible elderly care service facilities in medical insurance designated areas, and encourage medical institution practicing physicians to provide visiting services.
