The relevant person in charge of the National Energy Administration stated that by the end of 2024, the installed capacity of pumped storage in China will exceed 58 million kilowatts, and the utilization hours of power stations will steadily increase. The overall development trend of the industry is improving, and it has become an indispensable force for ensuring power supply and low-carbon transformation. The method aims to strengthen the construction of new energy infrastructure and standardize the development, construction, and management of pumped storage power stations. It proposes that the development and construction of pumped storage projects should be based on accelerating the planning and construction of a new energy system and building a new power system, and adhere to the following four principles: first, to prioritize ecology. Efforts should be made to integrate the concept of ecological priority and green development throughout the entire process of project planning, approval, construction, and operation, strengthen supervision and management at all stages, and create an eco-friendly project. The second is to adhere to a demand-oriented approach. The state will carry out a comprehensive demonstration of the demand for pumped storage energy, based on the current situation and long-term planning, scientifically clarify the total scale of pumped storage energy in the national service power system in the future period, and reasonably guide development expectations. The third is to adhere to optimizing the layout. On the basis of optimizing the overall scale layout of pumped storage at the national and regional levels, each province (region, city) will combine local conditions, comprehensively consider factors such as site conditions, electricity price capacity, and grid access, and optimize and clarify specific project layouts. The fourth is to adhere to orderly construction. Firmly grasp the positioning of energy infrastructure, coordinate factors such as electricity supply and demand, regional coordination, and industrial chain synergy, reasonably determine the annual scale of pumped storage development, guide the active and orderly construction of pumped storage power stations nationwide, and pay attention to moderate advancement while avoiding excessive advancement. The relevant person in charge of the National Energy Administration stated that the National Development and Reform Commission and the National Energy Administration will work together with relevant parties to consolidate the responsibilities of all parties, urge them to implement the clear division of responsibilities in the measures, coordinate and connect, and form a joint force.
