It is the latest achievement of various regions and units in promoting the integration of rules and mechanisms in different industries and fields. Zhu Wei, Executive Deputy Director of the Guangdong Provincial Greater Bay Area Office, introduced that since 2022, the Guangdong Provincial Greater Bay Area Office has selected and released two batches of 36 typical cases of rule connection, playing a leading role in typical demonstration. Compared with the previous two typical cases, the third batch of cases continues to have high innovation value and good demonstration effects. The third batch of cases further expanded the field of rule connection. For example, the Guangdong Provincial Department of Ecology and Environment promotes enterprises to obtain both Guangdong carbon labels and Hong Kong carbon labels in one verification, achieving mutual recognition of carbon labels between Guangdong and Hong Kong products, which is conducive to improving the acceptance of enterprise carbon labels in the international market; Huizhou City innovates the "One Alliance, One Standard, One Stop Service" model, breaks down the barriers of cross-border collaboration rules and mechanisms with Hong Kong in the field of assembled composite buildings, and promotes the deep integration and development of the Guangdong Hong Kong assembled composite building industry. The connection strength of the third batch of case rules continues to increase. For example, the Guangdong Provincial Public Security Department has promoted the issuance of Hong Kong and Macao resident travel permits for non Chinese permanent residents of Hong Kong and Macao, expanding the group of Hong Kong and Macao residents issuing travel permits to and from the mainland; Qianhai Innovation broadens the channels for Hong Kong and Macao professionals to participate in regional governance, takes the lead in publicly selecting high-end specially appointed talents to serve in statutory institutions, innovates the registration and practice mechanism for Hong Kong and Macao professionals, and creates a leading area for deep integration and development between Shenzhen and Hong Kong. The depth of rule connection in the third batch of cases has been further improved. For example, Guangzhou has established a full chain policy system of "examination+evaluation+recognition" for overseas talents to facilitate cross-border talent flow; Hengqin takes the "New Neighborhood of Macau" as a carrier, integrates and connects through rules and mechanisms, and explores comprehensive convergence with Macau in public service areas such as education, healthcare, and government services; During the selection stage of scientific research projects, Hetao implements a selection system and a team disclosure system, and establishes a scientific research management system that connects Hong Kong with the international community throughout the entire process.
