Therefore, studying the legal protection mechanism and innovative practices of Inner Mongolia in implementing the concept of "green mountains and clear waters are as valuable as mountains of gold and silver" has important theoretical and practical significance. One is the theoretical connotation of the concept that 'green mountains and clear waters are as valuable as mountains of gold and silver'. The core of the concept of "green mountains and clear waters are as valuable as mountains of gold and silver" emphasizes the dialectical unity between ecological environment protection and economic development. Specifically, this concept includes the following theoretical connotations: the close connection between ecological environment protection and economic development: a good ecological environment is the foundation of sustainable economic and social development, and economic development must also be based on protecting the ecological environment. The ecological environment itself has enormous value, and through scientific and rational planning and management, these values can be transformed into advantages for economic and social development. The concept of ecological productivity: Protecting the ecological environment means protecting and developing productivity. The ecological environment, as an important component of productivity, not only affects the combination of productivity factors, but also restricts the level of development of productivity. Therefore, improving the ecological environment is to develop productivity, which helps to enhance the quality and efficiency of economic and social development. The pursuit of harmonious coexistence between humans and nature: This concept advocates respecting, conforming to, and protecting nature, and pursuing a harmonious coexistence between humans and nature. The development of human society must follow the laws of nature and cannot override them. The fundamental goal of ecological civilization construction is to achieve harmonious coexistence between humans and nature through scientific and rational development and utilization of natural resources. The choice of green development path: This concept emphasizes taking the green development path, that is, achieving coordinated development of economy and environment through the development of green industries, promotion of circular economy and other means. The choice of green development path helps to promote the economic and social development towards a more sustainable and environmentally friendly direction. The following is a specific analysis of the practice in Inner Mongolia: on the one hand, it is the establishment and improvement of legal protection mechanisms. Legislative guarantee: Inner Mongolia attaches great importance to the legislative work of ecological environment protection and continuously improves the relevant legal and regulatory system. By formulating and revising a series of local regulations, government rules and other normative documents, strong legal protection has been provided for ecological environment protection. For example, the promulgation of regulations such as the "Regulations on Grassland Management in Inner Mongolia Autonomous Region" and the "Regulations on Forest Management in Inner Mongolia Autonomous Region" provide legal basis for the protection of ecosystems such as grasslands and forests. The Regulations on Ecological Environment Protection of Inner Mongolia Autonomous Region will be implemented on March 1, 2025, providing an additional legal guarantee for the construction of an important ecological security barrier in northern China and the protection and improvement of the ecological environment. Law enforcement and supervision: Inner Mongolia strengthens the law enforcement and supervision of ecological environment, establishes and improves the ecological environment supervision system. By increasing law enforcement efforts and improving law enforcement efficiency, we will severely crack down on all types of environmental violations. At the same time, we will strengthen the construction of ecological environment monitoring networks, improve monitoring capabilities and levels, and provide scientific basis for ecological environment law enforcement. Judicial protection: Inner Mongolia actively explores innovative mechanisms for ecological environment judicial protection, providing strong judicial protection for ecological environment protection through the establishment of specialized environmental courts and the conduct of environmental public interest litigation. These innovative measures will help enhance the professionalism and authority of ecological environment justice, and promote the in-depth development of ecological environment judicial protection work. On the other hand, it is the specific legal practice and exploration of transforming "green mountains and clear waters" into "golden mountains and silver mountains". Grassland ecological protection and restoration: Inner Mongolia is one of the provinces with the largest grassland area in China, and grassland ecological protection and restoration work is of great significance for maintaining national ecological security. In recent years, Inner Mongolia has effectively curbed the trend of grassland degradation by implementing policies such as subsidies and rewards for grassland ecological protection and strengthening grassland law enforcement and supervision. At the same time, actively carry out grassland ecological restoration work, gradually restore grassland vegetation coverage and biodiversity through artificial grass planting, fence enclosure and other methods. The implementation of these measures not only improves the grassland ecological environment, but also promotes the sustainable development of local animal husbandry. Forest protection and green development: Inner Mongolia has abundant forest resources, and forest protection and green development work are of great significance for promoting ecological civilization construction. Inner Mongolia has achieved sustainable utilization of forest resources through measures such as strengthening forest resource protection and developing green forestry industry. For example, the Daxing'anling forest area in Inner Mongolia has effectively protected forest resources and promoted green development through the implementation of natural forest protection projects and the promotion of forestry carbon sequestration projects. Wetland protection and rational utilization: Wetlands are one of the most important ecosystems on Earth, with extremely high ecological and economic value. Inner Mongolia has numerous wetland resources, and wetland protection and rational utilization are of great significance for maintaining regional ecological balance. In recent years, Inner Mongolia has effectively protected wetland ecosystems through measures such as strengthening wetland protection and promoting wetland ecological restoration. At the same time, actively exploring the rational utilization mode of wetlands and achieving sustainable utilization of wetland resources through the development of wetland ecotourism and other means. The third challenge and problem is the transformation from a "green green mountain" to a "golden and silver mountain". Although Inner Mongolia has achieved significant results in implementing the concept of "green mountains and clear waters are as valuable as mountains of gold and silver", it still faces some challenges and problems.
