The work report of the Guangdong Provincial Government proposes that in the past year, Guangdong has been advancing the construction of the Guangdong Hong Kong Macao Greater Bay Area in a new stage, and the new positioning of "one point, two places" has been continuously implemented. Guangdong has strengthened its connection with the rules and mechanisms of Hong Kong and Macao, and has newly released 54 "Bay Area Standards". The first batch of 207 Hong Kong and Macao engineering professionals have passed the Greater Bay Area professional title evaluation, and more than 5500 Hong Kong and Macao professionals are practicing in Guangdong. In terms of the construction of major cooperation platforms, the Hengqin Cooperation Zone has taken a crucial step towards achieving closed operation and the integration of Qinzhou and Macao. The number of Macau residents working, living, and residing in the cooperation zone has significantly increased, and Macau's new neighborhoods have opened up new experiences of dual city living for more Macau residents; There are over 6600 Australian funded enterprises, an increase of 44% compared to three years ago, and the proportion of "four new" industries has increased to over 55%. In Nansha, development and construction are fully underway. The Nansha Regulations and several measures to support Nansha have been introduced, and the construction of three pilot zones has been accelerated. The construction of comprehensive service bases for Chinese enterprises to "go global" has shown results, and the container throughput of Nansha Port has exceeded 20 million TEUs. In Hetao, the integration of the "One Zone, Two Parks" plan has been continuously strengthened, and the "Kehuitong" pilot program has been launched in depth. A science and technology innovation center and a quantum science center have been built, attracting and gathering over 200 high-end scientific research projects and 15000 researchers. In the government work arrangement for 2025, Guangdong Province proposes to strengthen the major cooperation platform of the Guangdong Hong Kong Macao Greater Bay Area. Accelerate the establishment of a highly coordinated and deeply connected institutional system for the Qin'ao economy in Hengqin. Optimize the policy measures for branch line management, accelerate the construction of the Provincial Laboratory of Traditional Chinese Medicine, Cross border E-commerce Industrial Park, and Qin'ao Innovation Industrial Park. For Qianhai, we support its linkage with Hong Kong and Macao to create a high-quality and efficient new system of modern service industry, enhance the development level of international financial city, international talent port, and international legal zone, and cluster the development of headquarters economy. For Nansha, efforts will be made to accelerate its development and construction, promote the introduction of an overall development plan and financial support policies for Nansha, advance the integrated operation and reform of administrative regions, development zones, and pilot free trade zones, and quickly form a number of landmark achievements. For the Hetao area, we will strengthen the coordinated development between the Hetao Shenzhen and Hong Kong parks, promote the implementation of import and export scientific research goods tariff policies, institutional enterprise "whitelist" systems, and customs supervision measures, and attract more high-end scientific research institutions and high-level scientific research teams to settle in. The work report of the Guangdong Provincial Government also proposed that in the past year, the "Cross border Wealth Management Connect" 2.0 version has been launched, and the "Hong Kong Macao Drug and Equipment Connect" has achieved full coverage in nine cities in the Guangdong Hong Kong Macao Greater Bay Area. 187 high-frequency government service items have been "cross-border connected", and the level of market integration in the Greater Bay Area continues to improve. According to the implementation status of Guangdong Province's 2024 budget and the 2025 budget draft report, in order to promote the connection of rules and mechanisms, Guangdong will actively issue offshore RMB local government bonds in Hong Kong and Macao in 2024. The provincial government will issue RMB 5 billion for the first time in Hong Kong and continue to issue bonds in Macao for four consecutive years.
