However, overall, there are three aspects that have received much attention: first, promoting business through a market-oriented business environment; second, protecting and securing business through a rule of law business environment; and third, gathering and connecting businesses through an international business environment. Several interviewed experts expressed that in building a rule of law business environment, attention should be paid to good laws and good governance, especially in promoting law based administration and strictly regulating fair and civilized law enforcement, strengthening supervision and management of administrative law enforcement behavior, and effectively enhancing the credibility and transparency of administrative law enforcement. The core measure to create an open and inclusive international business environment is to continuously expand opening up to the outside world. Relevant departments in various regions should further enhance the level of trade and investment facilitation and liberalization within the existing institutional framework in China, accelerate the integration of local institutional rules with international standards, and especially establish high-level talent recruitment, assessment, management systems, and service mechanisms that are in line with international standards. On January 3, 2025, the General Office of the State Council officially issued the "Opinions on Strictly Regulating Administrative Inspections Related to Enterprises" (hereinafter referred to as the "Opinions"), aiming to implement the decision and deployment of the Party Central Committee to further regulate law enforcement related to enterprises, strictly regulate administrative inspections related to enterprises, resolutely curb disorderly inspections, and effectively reduce the burden on enterprises.
