On November 8, the 12th meeting of the Standing Committee of the 14th National People's Congress voted to pass the Law of the People's Republic of China on Preschool Education, which will come into force on June 1, 2025. What are the specific contents of the Early Childhood Education Law? What solutions are proposed to address the bottleneck issues in preschool education? On the 11th, the Ministry of Education held a press conference to interpret the relevant content. At the government led press conference on the development of preschool education, Zhang Wenbin, Director of the Policy and Regulation Department of the Ministry of Education, introduced that the Preschool Education Law is divided into 9 chapters, including General Provisions, Preschool Children, Kindergartens, Teachers and Staff, Childcare and Education, Investment Guarantee, Supervision and Management, Legal Responsibilities, and Supplementary Provisions, totaling 85 articles. Among them, the law strengthens government responsibility, stipulates that the development of preschool education should adhere to government leadership, be mainly organized by the government, vigorously develop inclusive preschool education, and encourage, guide, and regulate the participation of social forces. Improve the management system, stipulate that the State Council leads the national preschool education work, provincial and district level city governments coordinate, county-level governments take the main responsibility, and the government and its relevant departments manage preschool education within their respective responsibilities. At the same time, the law should be strengthened to ensure investment, and a mechanism should be implemented where government investment is the main source, families should reasonably bear the cost of childcare and education, and funding should be raised through multiple channels; Clarify the mechanism for sharing financial investment and subsidies for preschool education. Preschool children entering the kindergarten are not allowed to organize any form of examination or testing. In terms of safeguarding the right to education, Zhang Wenbin introduced that the law stipulates that local governments at all levels should promote school-age children to receive preschool education conveniently and nearby in the areas where their parents or other guardians work or live; Preschool children entering the kindergarten are not allowed to organize any form of examination or test. Standardize childcare and education activities, emphasize the principle of combining childcare and education, scientifically implement childcare and education activities, and prohibit the teaching of primary school curriculum content. Strengthen personnel allocation and require kindergartens and their organizers to provide sufficient teachers and other staff in accordance with relevant standards. Strict employment management, stipulating that kindergarten teachers and other staff should undergo background checks and health examinations; Those who may pose a threat to the physical and mental safety of children and are not suitable for engaging in preschool education work shall not be employed. In addition, the law strengthens the protection of benefits and stipulates that kindergartens and their operators should ensure the salary and welfare of teachers and staff, and require that the salaries of public kindergarten teachers be included in the scope of financial security. Strengthen training and development, stipulate that the government and its relevant departments should formulate plans for the training and development of preschool education teachers, and carry out various forms of training. At the press conference on strengthening the monitoring of enrollment supply and demand in areas with significant population mobility changes, Tian Zuyin, Director of the Basic Education Department of the Ministry of Education, introduced that the next step is for the Ministry of Education to seriously study, promote and implement the Law on Preschool Education, firmly grasp the basic direction of public welfare and inclusiveness, and accelerate the improvement of the public service system for preschool education. On the one hand, it is necessary to ensure the effective supply of inclusive resources, optimize resource layout, increase the flow of population into areas with inclusive resources, especially public resources, strengthen the monitoring of supply and demand for entering parks in areas with significant population mobility changes, ensure effective satisfaction of demand, and avoid resource waste. On the other hand, we need to improve the level of resource supply, promote localities with conditions to optimize class quotas and student teacher ratios based on local conditions, improve park conditions, and achieve high-level resource optimization allocation. In terms of teacher team building, Tian Zuyin introduced that strict qualifications for kindergarten teachers, strict control of teacher entry, and zero tolerance for unethical and misconduct behavior are required. According to the law, we will ensure the salary and benefits of kindergarten teachers, improve the level and quality of teacher training, increase education and training in ideological and political education, teacher ethics, professional competence, and other aspects, and build a team of kindergarten teachers with high professional ethics, dedication, excellent skills, and reasonable structure. In addition, further improve the supervision system of preschool education. Strengthen process supervision, firmly grasp the red lines and bottom lines drawn by national laws in areas such as healthcare, safety prevention and control, teacher ethics and conduct, fee collection behavior, and financial management in kindergartens, improve dynamic supervision mechanisms, establish and improve supervision and evaluation, information filing, and public disclosure systems, build a safety net for standardized education, and reassure parents and the public. At the same time, we will strictly regulate the behavior of childcare and education, study and formulate management measures for the approval of curriculum and teaching resources, and strictly regulate and supervise the use of curriculum and teaching resources in kindergartens.
