Mainland China and Hong Kong sign Agreement II on Amending the CEPA Agreement on Trade in Services

It is reported that Li Yongzhao, Deputy Representative for International Trade Negotiations of the Ministry of Commerce, and Chan Mo po, Financial Secretary of the Hong Kong Special Administrative Region Government, jointly signed Agreement II on the Revision of the Service Trade Agreement between the Mainland and Hong Kong under the Closer Economic Partnership Arrangement (CEPA) in Hong Kong on the same day. This agreement shall come into effect from the date of signing and will be officially implemented on March 1, 2025. This revision is an important measure to implement the spirit of the 20th National Congress of the Communist Party of China and the 2nd and 3rd Plenary Sessions of the 20th Central Committee, and to improve the mechanism for Hong Kong to better play its role in the country's opening-up. This is also a further revision of the CEPA Agreement on Trade in Services, following its first revision in 2019. It will further deepen economic and trade exchanges and cooperation between the two regions, provide strong support for Hong Kong's economic development, support Hong Kong's development from governance to prosperity, and better integrate into the overall development of the country. This revision combines the needs of Hong Kong's economic and social development with the demands of the industry, and further lowers or cancels the entry threshold for Hong Kong service providers in the fields of finance, telecommunications, construction, tourism, etc., to facilitate their employment and practice in mainland China; Partial opening-up measures will be implemented first in the Greater Bay Area, further promoting the linkage of mechanisms and rules in the Guangdong Hong Kong Macao Greater Bay Area.
