Chinese representative: We should uphold and strengthen the central coordinating role of the United Nations in international counter-terrorism

On the 3rd, Geng Shuang, the Deputy Permanent Representative of China to the United Nations, said that it is necessary to fully implement the relevant counter-terrorism resolutions of the Security Council and the United Nations General Assembly, as well as the United Nations Global Counter Terrorism Strategy, jointly combat all terrorist organizations and individuals listed by the Security Council, and effectively maintain and strengthen the central coordinating role of the United Nations in international counter-terrorism cooperation. On that day, the Sixth Committee of the United Nations General Assembly held a meeting on the topic of "measures to eliminate international terrorism". Geng Shuang said in his speech that currently, the world is undergoing unprecedented changes, with wars and conflicts emerging one after another, unprecedented geopolitical tensions, terrorism once again entering an active period, and the international counter-terrorism situation becoming more complex and severe. The Chinese side puts forward the following propositions on eliminating international terrorism: first, adhere to multilateral cooperation. All parties should uphold a common, comprehensive, cooperative, and sustainable security concept, respect and safeguard the security of each country, and work together to combat terrorism. Secondly, adhere to the international rule of law. Counter terrorism actions should comply with the purposes and principles of the United Nations Charter, respect the sovereignty of all countries, and attach importance to the reasonable security concerns of all parties. We cannot interfere with other countries' counter-terrorism efforts on the grounds of human rights and humanity, nor can we link terrorism to specific countries, ethnic groups, or religions, nor can we politicize or instrumentalize counter-terrorism issues. Thirdly, adhere to comprehensive measures. Counter terrorism should establish a systematic concept and focus on eradicating the soil that breeds terrorism from the source. Counter terrorism should attach importance to development issues, accelerate the implementation of the United Nations 2030 Agenda for Sustainable Development, and break the vicious cycle between poverty and terrorism. Counter terrorism should attach importance to youth issues, solve the education and employment of young people, and prevent them from being poisoned by terrorism and extremist ideas. Fourth, persist in empowering and increasing efficiency. All parties should strengthen communication and coordination, information sharing, and experience exchange, especially in helping developing countries enhance their counter-terrorism capabilities. Efforts should be made to address the challenges brought by emerging technologies, especially the challenges and security risks in cyberspace. Geng Shuang stated that China is a victim of terrorism. The East Turkestan Islamic Movement (ETIM) is an international terrorist organization listed by the United Nations Security Council, which has carried out numerous inhumane terrorist attacks in China. The Majid Brigade has been active in recent years, posing a serious threat to the security interests of countries such as China and Pakistan. Cracking down on the "East Turkestan Islamic Movement" and the "Majid Brigade" is in line with the common interests of the international community. (New Society)
