On the 29th, it was learned from the press conference of the Information Office of the People's Government of Fujian Province that the "Regulations on the Protection of Fujian Taiwan Relations Archives" (hereinafter referred to as the "Regulations") passed at the 11th meeting of the Standing Committee of the 14th People's Congress of Fujian Province will come into effect on October 1st. Ma Junfan, member of the Party Group and Deputy Director of the Fujian Provincial Archives, introduced that this is the first local regulation related to Taiwan in the cultural field in mainland China. It is also the first provincial-level special legislation related to Taiwan after the release of the "Opinions of the Central Committee of the Communist Party of China and the State Council on Supporting Fujian to Explore a New Path of Cross Strait Integration Development and Build a Cross Strait Integration Development Demonstration Zone". Since the Ming and Qing dynasties, Fujian residents have migrated to Taiwan on a large scale, forming numerous and rich archives of Fujian Taiwan relations during their exchanges. These archives confirm the historical origins between the two sides of the Taiwan Strait, reflect cross-strait exchanges and exchanges, carry the memory of the Chinese nation, and are a historical witness to the fact that both sides of the Taiwan Strait share the same roots, culture, and ancestry, and belong to the same China. It is reported that the "Regulations" consist of 25 articles, which elaborate on the definition and scope of archives related to Fujian Taiwan relations, and provide provisions for legislative purposes, protection principles, safeguard mechanisms, responsible parties, division of responsibilities, and protection and utilization. In terms of protection and utilization, the Regulation proposes five key points, including establishing an investigation and identification mechanism, emphasizing daily safety supervision, promoting resource sharing and utilization, increasing research and development efforts, and promoting cross-strait exchanges and cooperation. In terms of improving the mechanism for social participation, the Regulation clearly stipulates that archive storage units can collect archives of Fujian Taiwan relations through accepting donations, purchasing, storing on behalf of others, copying, and other methods; Encourage non-state-owned collection institutions to actively participate in the protection and utilization work through collection, organization, display, and other means; Encourage compatriots from Hong Kong, Macao, Taiwan, and overseas Chinese to actively promote the archives of Fujian Taiwan relations, and participate in the protection and utilization of Fujian Taiwan relations archives through collection, donation, and other means. The Regulation also stipulates that Taiwanese compatriots shall enjoy equal treatment with residents of Fujian Province when using the archives of Fujian Taiwan relations. Encourage and support relatives, villagers, and in laws in Fujian and Taiwan to use the archives of Fujian Taiwan relations to carry out activities such as tracing roots and ancestors, and connecting genealogies, actively promoting the application of important archives of Fujian Taiwan relations for the China Archive Heritage List. Ye Jianqiang, Director of the Archives Law Enforcement and Supervision Department of the Fujian Provincial Archives Bureau, introduced that since 2022, the province has collected more than 51000 archival documents on "memories of relocation to Taiwan" and achieved certain results.
