Guangdong legislates to encourage young people from Hong Kong and Macao to come to nine cities in the Greater Bay Area for employment and entrepreneurship in mainland China

On July 31, the 11th meeting of the 14th Standing Committee of the Guangdong Provincial People's Congress voted to pass the "Regulations on Promoting Employment and Entrepreneurship of Hong Kong and Macao Youth in the Nine Cities of the Guangdong Hong Kong Macao Greater Bay Area", which encourages the expansion of employment and entrepreneurship space for Hong Kong and Macao youth in the form of legislation, and supports Hong Kong and Macao youth to better integrate into the overall development of the country. The regulation proposes to promote eligible young people from Hong Kong and Macao to apply for civil service positions in nine cities in the Guangdong Hong Kong Macao Greater Bay Area; Support state-owned enterprises, institutions and other employers in nine cities in mainland China to openly recruit young people from Hong Kong and Macau; Support eligible young people from Hong Kong and Macau to apply for and participate in service projects such as supporting education, agriculture, healthcare, and rural revitalization; Support the recruitment of young PhDs from Hong Kong and Macau into postdoctoral mobile stations and research workstations in nine mainland cities, and explore cooperation with relevant institutions in Hong Kong and Macau to carry out the training of postdoctoral researchers. The regulation proposes that eligible Hong Kong and Macao youth who work and start businesses in the nine cities of mainland China can enjoy various support policies such as employment subsidies, entrepreneurship assistance, entrepreneurship training subsidies, rental subsidies, and tax incentives. The regulation also proposes that the people's governments of the nine cities in mainland China shall establish one-stop service windows for Hong Kong and Macao youth innovation and entrepreneurship in the Hong Kong and Macao Youth Innovation and Entrepreneurship Base as needed, or equip them with self-service equipment for government services, providing government services such as registration of business entities, social insurance handling, and tax handling. In terms of ensuring housing, the regulations propose that young people from Hong Kong and Macao who work and start businesses in the nine cities of mainland China can purchase commodity housing or allocated affordable housing in accordance with regulations, apply for talent housing, affordable rental housing, public rental housing, or rental subsidies. In terms of ensuring the education of young children from Hong Kong and Macao, the regulation proposes that young people from Hong Kong and Macao who work and start businesses in the nine cities of mainland China shall have their children equally enjoy basic education public services provided by local residents, and attend school in accordance with relevant policies for migrant children during compulsory education. Provincial and mainland education departments should support the introduction of well-known higher education institutions from Hong Kong and Macao to Guangdong for cooperative education, and support the development of schools and classes for Hong Kong and Macao children. The term "Hong Kong and Macao youth" referred to in these regulations refers to Hong Kong and Macao residents under the age of 45 who hold Chinese nationality. The nine cities in the Guangdong Hong Kong Macao Greater Bay Area refer to Guangzhou, Shenzhen, Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen, and Zhaoqing. This regulation will come into effect on September 1, 2024. (New Society)
