On July 1st, the Exit Entry Administration of the People's Republic of China issued a notice, stating that in order to further facilitate exchanges and exchanges between mainland China, Hong Kong, and Macao, and support Hong Kong and Macao's better integration into the overall development of the country, starting from July 10th, 2024, non Chinese nationals among permanent residents of Hong Kong and Macao will be issued travel permits to and from the mainland. According to the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China and the Basic Law of the Macao Special Administrative Region of the People's Republic of China, permanent residents of Hong Kong and Macao include both Chinese and non Chinese nationals. The relevant person in charge of the Exit Entry Administration of the People's Republic of China introduced that non Chinese permanent residents of Hong Kong and Macao can voluntarily apply for a Mainland Travel Permit for Hong Kong and Macao Residents (non Chinese nationals). When applying for a permit for the first time, the applicant must submit the application to the Hong Kong China Travel Group or Macau China Travel Service commissioned by the Exit Entry Administration of the People's Republic of China; During my stay in mainland China, if my documents expire, are damaged or lost, I can apply for a replacement or reissue from the entry-exit management agency of the public security organs at or above the level of a city with districts in mainland China. I can also apply for a replacement or reissue from China Travel Service Group Hong Kong or China Travel Service Macau after leaving the country. The holder of the certificate can travel to and from the mainland multiple times within the 5-year validity period of the certificate, with each stay not exceeding 90 days. According to the relevant regulations of the 2017 announcement by the Ministry of Public Security on the retention of biometric information such as fingerprints by incoming foreigners, holders of certificates can clear customs through fast channels after completing procedures such as fingerprint collection at the port. Holders are not allowed to work, study, or engage in news interviews or other activities in mainland China with this certificate. If it is necessary to carry out the above-mentioned activities, they should apply for a visa or residence permit in accordance with the law and regulations to the Ministry of Foreign Affairs in Hong Kong or Macau or the entry and exit management agency of the mainland public security organs. The person in charge stated that this move will further promote extensive exchanges and exchanges between mainland China and Hong Kong and Macao, facilitate smooth activities such as trade and investment, cultural tourism, education and scientific research, support Hong Kong and Macao to better integrate into the overall development of the country, and serve to promote the long-term prosperity and stable development of the Hong Kong and Macao special zones.
