Deepening the implementation of the reform and upgrading of state-owned enterprises is an important way to accelerate the cultivation and development of new quality productive forces in state-owned enterprises. The State owned Assets Supervision and Administration Commission of the State Council recently held an on-site promotion meeting for the deepening and upgrading of state-owned enterprise reform in Zhuzhou, Hunan. It proposed to make full use of the key reform measures, accelerate the revolutionary breakthroughs in technology, innovative allocation of production factors, and deep transformation and upgrading of industries, and provide strong new momentum for the development of new quality production capacity. Efforts will be made to optimize and reshape the technological innovation system, improve the precision assessment and medium to long cycle assessment incentive mechanisms for innovation, truly implement the innovation inclusiveness mechanism, and actively promote the promotion and application of independent innovation achievements such as the first set of equipment, first batch of materials, and first version software by state-owned enterprises. At present, at least 66 central enterprises have established the "three first" procurement green channel, and enterprises that have not yet been established should accelerate the establishment to ensure smooth and effective use. To deepen the reform of state-owned enterprises, we must adhere to the dual goals of strategic emerging industries and traditional industries. Currently, central enterprises and various regions are actively taking the initiative in developing strategic emerging industries, presenting a new trend of vigorous progress and multiple breakthroughs. We should gather advantageous resources and flexibly utilize methods such as mergers and acquisitions, listing financing, industry collaboration, and joint research to develop strategic emerging industries. At the same time, we need to strengthen the empowerment of traditional industries through digital intelligence networks. Continue to promote industrial Internet and "5G+" applications, and accelerate the upgrading of traditional businesses and low-end industries; Implement more targeted support measures, accelerate the elimination of outdated and inefficient equipment that has exceeded its service life, accelerate energy conservation and carbon reduction, renovation of old chemical equipment, clean production renovation, and process innovation, actively carry out research and application of green advanced and applicable technologies, enhance the effective supply of high value-added, green and low-carbon high-end products, and accelerate the formation of green production methods. In addition, we need to promote restructuring and integration to achieve smooth flow of factors, balance form and spirit, deepen market-oriented mechanism reform, highlight key tasks, highlight wider and deeper coverage and institutionalized long-term effects, and enhance the vitality of developing new quality productive forces. The action time for deepening and upgrading the reform of state-owned enterprises is urgent and the tasks are heavy, and it is necessary to accelerate and intensify the promotion. Wang Hongzhi stated that central enterprises and various regions should comprehensively implement implementation plans and work records while focusing on key areas, ensuring that more than 70% of the main tasks are completed by the end of this year.
