Li Jiachao introduced that in the first 10 months of this year, a total of over 180000 applications were received for various talent input plans, and over 110000 have been approved. Among them, the "Gaocai Tong Plan" has received about 55000 applications, with over 43000 applications approved. He believes that talent is the primary resource. After the epidemic, governments around the world have launched various measures to attract talents. The Hong Kong SAR government also launched more innovative and proactive measures last year to attract talents from both domestic and foreign sources to Hong Kong.
